More than 500 years ago, prisoners of war from Africa were forcibly brought to North America and enslaved. Their merging with Free Blacks, Europeans, and Native Americans was an “ethnogenesis” creating a NEW diverse group known by various names, including Black, Negro, Colored, Mulatto, African American, and Black American. Despite this array of labels, they are united by lineage as a foundational American population, who have risen from the depths of enslavement to achieve global recognition as soldiers, builders, farmers, scholars, scientists, and entertainers. Their physical abilities and intellectual achievements have contributed to making the United States the wealthiest country in modern history and the most culturally influential nation.

American citizens descended from Free Blacks and enslaved Negroes, referred to in the US Constitution as "Negro Freedmen," possess a unique heritage that is distinctly North American and must be protected at ALL COSTS!

OMB's MARCH 2024 DECISION to relegated this group of foundational Americans to the only racial designation in the lexicon of the United Stated government IGNORES THE DEMANDS FROM MORE THAN 12,000 AMERICANS!

CITIZENS appearing at OMB public forums calling for an ethnicity designation to facilitate the disaggregation of demographic data.[In response to this call to action, in March 2024, the OMB announced that it would deny Americans citizens descended from Persons Emancipated in 1865 the right to self-identify, be counted, and enforce their civil rights.

The OMB’s failure to act perpetuates systemic inequality, deepening the lineage wealth gap within the Descendant community. Worse yet, this arbitrary labeling denies their distinct identity, contributions, and essential protections.

A separate box would mean accurately addressing their economic needs, ensuring they are properly counted in demographic data, enforcing their civil rights and protecting cultural assets.

Negro Freedmen: As outlined in the 13th and 14th Amendments, Civil Rights Act 1866, who are the formerly enslaved in the United States and Free Blacks (previously subjected to Fugitive Slave Acts) here before 1870, who were emancipated nationally in 1865.

Descendants of Negro Freedmen: Americans citizens who are direct descendants of emancipated American slaves and Free Blacks here in the United States before 1870.

OMB's Action: Despite clear directives from Executive Order 13985, the OMB has failed to establish a separate non-racial category for the descendants of Negro Freedmen. In contrast, the OMB has established a new category for Middle Easterners and North Africans (MENA).
