Urgent Oppose the Massive Overdevelopment of Civic Arts Plaza in Thousand Oaks
The Issue
Petition to Oppose the Civic Arts Plaza Redevelopment
To the City Council of Thousand Oaks:
We, the undersigned residents and taxpayers, formally express our deep opposition to the proposed Civic Arts Plaza Redevelopment project in its current form. While we value community progress, this project fundamentally compromises the charm and safety that define our city. We urge you to reject this proposal and reconsider a scale that fits the existing character of our community.
Our opposition is based on the following critical concerns:
Public Safety and Traffic: The proposed density will cause severe congestion on Thousand Oaks Boulevard, Conejo School Road, and the 101 and 23 freeways. We cannot risk further gridlock, especially during emergency evacuations; during previous fires, it already took upwards of 1.5 hours to cross town. Environmental impact studies indicate that the increased traffic pollution cannot be mitigated, posing severe health risks to residents.
Environmental Protection: The project plans to remove 40+ protected trees and severely encroach upon others. This violates local guidelines protecting our mature oak trees, which are absolutely vital to our city's heritage and natural aesthetics.
Urbanization and Aesthetics: Proposed seven-story buildings are deeply inconsistent with our semi-rural atmosphere and set a dangerous precedent that could turn our community into an overdeveloped urban area. The Civic Arts Plaza sits on the former Jungleland site, a designated local historical landmark. The California modern architecture proposed is not representative of this heritage. We are a residential community, not a metropolis. This project should be required to meet the current height limits.
Housing Affordability: The inclusion of only a fraction of "affordable" units (with maximum incomes stretching into the six figures) does not meaningfully address our housing needs. If we are to build housing, the affordability needs to be real, enforced, and appropriately scaled to our community's character.
Transparency and Fairness: The proposal gives the appearance of "crony capitalism," prioritizing favorable deals for developers at the direct expense of local residents' quality of life.
We demand that the city protect the unique character, safety, and rural nature of our beautiful city. We ask you to listen to the community and halt the current massive urbanization project and reconsider a scale that fits the existing character of our community.
