Urgent and Disrespectful Parking Conditions for Howard Park Ave Residents During Snowstorm

The Issue

Dear Councilor Perks,

 

We are writing to you on behalf of residents of Howard Park Avenue to formally petition the City of Toronto to address the lack of viable street-parking options for our community during snowstorms.

 

Residents of Howard Park Avenue hold special street parking permits identified by numbers only, which, under the City of Toronto’s Permit Parking Area Map, restrict us from parking on nearby neighborhood streets. Only permits beginning with the number “2” followed by a letter are permitted to park on surrounding streets, leaving Howard Park residents excluded from alternative parking options during snow events.

 

During declared snowstorms, residents are prohibited from parking on Howard Park Avenue, and due to permit restrictions, we are also not permitted to park on adjacent streets. This leaves residents with no lawful parking alternatives, despite having paid for street parking permits intended to allow us to park our vehicles in our own area.

 

This situation is not only impractical, but deeply unfair and disrespectful to residents who are making every effort to comply with City bylaws. The current system effectively penalizes Howard Park residents regardless of the choices we make.

 

The financial consequences are severe:

·       Parking on Howard Park Avenue during a snowstorm results in a $500 fine plus towing fees;

·       Parking on any nearby street results in a $45 ticket;

·       Residents are left with no option but to incur fines, despite already paying for a street parking permit.

 

In effect, residents are forced into an impossible position. Being charged significant fines under these circumstances feels punitive and disrespectful, particularly when residents are compliant permit holders and simply seeking a safe and legal place to park during snow-clearing operations.

 

We respectfully request that the City explore immediate and practical solutions, such as:

·       Temporary permission for Howard Park permit holders to park on designated neighboring streets during snowstorms;

·       Temporary exemptions or accommodations for Howard Park Avenue during snow events;

·       Adjustments to permit classifications to ensure equitable access to nearby street parking;

·       Clear and proactive communication to residents regarding snow-related parking restrictions.

 

We believe a fair and reasonable solution can be implemented that balances the City’s operational needs with residents’ right to park without fear of excessive fines or towing.
