Urgent Action Required for Completion of the Hillcroft Development in Claymore, NSW
The issue
Dear Campbelltown City Council and Respected Stakeholders,
We, the undersigned residents and concerned community members, respectfully petition for the immediate prioritisation and acceleration of the Hillcroft development project in Claymore, NSW.
Since its inception, Hillcroft was envisioned as a beacon of hope—a vibrant, safe, and connected community offering affordable housing, modern infrastructure, and essential community facilities to transform Claymore’s future. Developed by Landcom, this project promised upgraded roads, public parks, a retail precinct, and improved safety for residents—foundations critical for a thriving suburb.
However, despite initial progress, the Hillcroft development has faced unacceptable delays, leaving critical components—especially the vital retail and commercial spaces—unfinished. This stagnation has severely impacted residents' quality of life and the community's overall well-being.
Why Immediate Action Is Essential:
Significant Financial Commitment by Families: Many families have invested close to, or over, $1 million to purchase homes in Hillcroft, trusting the promised vision of a complete, secure, and vibrant neighborhood. These families deserve the certainty and community amenities they were promised.
Absence of Promised Retail Facilities: The lack of a completed retail precinct leaves residents without local access to essential services such as groceries, cafés and daily conveniences. A retail hub is crucial for creating a safer, busier environment and for providing much-needed jobs within the community.
Claymore’s Ongoing Safety Challenges: According to the latest data from the NSW Bureau of Crime Statistics and Research (BOCSAR), the Campbelltown Local Government Area (LGA), which encompasses Claymore, reported 229 serious youth crime offences in 2024. These included 118 assaults, 48 incidents of malicious damage, and multiple instances of motor vehicle thefts and break-and-enter offences. Such statistics underscore the pressing need for completed infrastructure and community engagement to enhance safety.
Impact on Community and Property Values: Delays and missing infrastructure not only compromise residents' safety and well-being but also threaten the value of their homes and investments. Without urgent intervention, the long-term vision for Hillcroft is at risk.
We Urge the Council and Relevant Authorities To:
1. Commit to a definitive timeline for the completion of all outstanding Hillcroft infrastructure, especially the promised retail/commercial precinct.
2. Allocate additional funding and resources to accelerate the delivery of parks, roads, street lighting, and community spaces.
3. Provide clear, transparent communication to residents regarding progress updates and expected completion dates.
4. Implement immediate safety measures, including maintenance of vacant lots, improved lighting, and interim security during ongoing works.
The Hillcroft project represents hope, opportunity, and community pride for hundreds of families. They have made significant financial sacrifices, placing their trust in the promises made to them. It is now time for all stakeholders—Campbelltown City Council, Landcom, and the NSW Government—to honor these promises and deliver the community that Hillcroft was always intended to be.
