Urgent Action Needed: Keep pedestrians safe-Stop dangerous parking.

The Issue

We, the residents of Warrington, call on Warrington Borough Council to take immediate action to stop cars from blocking pavements and blistered paving. This dangerous practice forces pedestrians to walk on the road, putting their safety at risk, especially vulnerable groups such as the elderly, disabled individuals, and families with young children.

Across Warrington, the problem of cars blocking pavements has become a growing concern. Vehicles that park partially or fully on pavements often force pedestrians to step onto the road, exposing them to oncoming traffic and increasing the risk of accidents.

While we acknowledge that, in some cases, partial pavement parking may be necessary due to narrow streets, it is critical that vehicles park in a manner that still allows sufficient space for pedestrians to pass safely. Parking on pavements should be acceptable only when it does not block pedestrian access, especially for those with mobility issues, prams, or wheelchairs.

Blocked pavements are especially dangerous for:

  • Disabled pedestrians who rely on clear pathways and blistered paving to navigate safely.
  • Parents with prams or strollers who cannot maneuver past vehicles blocking their path.
  • Children and the elderly, who are at greater risk when forced into the road to avoid blocked walkways.

The situation is worsened when drivers park on blistered paving, a critical safety feature designed for visually impaired individuals to cross streets safely. Blocking these areas not only compromises pedestrian safety but also shows a disregard for the accessibility needs of those who rely on these tactile markers.

We believe that Warrington’s streets should be safe and accessible for all pedestrians. It is unacceptable that many residents are forced into dangerous situations due to irresponsible parking.

We are calling on Warrington Borough Council to:

  1.  Enforce stricter parking regulations to prevent vehicles from blocking pavements and blistered paving.
                                                                                                                   2. Increase fines and penalties for vehicles that obstruct pedestrian pathways and tactile paving areas.
                                                                                                                   3. Install physical barriers and redesign streets to create dedicated parking spaces where appropriate, reducing the temptation for drivers to park on pavements and improving overall traffic management.
                                                                                                                   4. Ensure that pavement parking is only permitted when it allows enough space for safe pedestrian access.                                                                                                                                                    Pedestrians in Warrington should not have to choose between their safety and reaching their destination. Blocking pavements and blistered paving is not only illegal but a violation of pedestrian rights and safety.
