Urgent Action Needed: Control the Noxious Odors from Bright Feeds Factory in Berlin, CT

The Issue

As a concerned citizen who works in Berlin, CT, I am writing this petition to draw attention to the unbearable odors emanating from Bright Feeds Factory, 76 Fuller Way, Berlin, CT.  This issue has reached a critical point where it is negatively impacting our quality of life and causing significant disruptions in our daily routines. It is imperative that our local health department steps in immediately to address this pressing matter.

My coworkers and I are personally affected by the noxious odors emitted by Bright Feeds Factory as we work in close proximity to their facility. Previously, we used to enjoy taking walks during lunch breaks, appreciating the fresh air and rejuvenating ourselves for the rest of the workday. However, due to the constant stench engulfing our surroundings, we can no longer bear being outside during breaks.

The foul smell has not only robbed us of a simple pleasure but has also taken a toll on our health. Many of us have issues such as difficulty breathing and persistent nausea since these odors became an everyday occurrence. This not only affects our personal lives but also hampers productivity at work.

Supporting Facts:
1. Impact on Health: Numerous studies have shown that exposure to strong odors can lead to respiratory problems such as asthma exacerbations (source: American Lung Association).
2. Disruption of Daily Life: The constant presence of unpleasant smells creates discomfort and distress among residents leading to decreased outdoor activities (source: Environmental Protection Agency).
3. Negative Economic Effects: Unpleasant smells can decrease property values and deter potential investors or businesses from relocating or expanding within affected areas (source: Journal of Urban Economics).

We understand that industries play an essential role in supporting local economies; however, it is crucial for them to operate responsibly without compromising public health or well-being. We believe that the local health department has a duty to protect the community from such nuisances and ensure a safe and healthy environment for all residents.

According to Section 22a-174-23 - Control of Odors:

(a)

(1) No person shall cause or permit the emission of any substance or combination of substances which creates or contributes to an odor, in the ambient air, that constitutes a nuisance. (2) An odor constitutes a nuisance if present with such intensity, characteristics, frequency and duration that: (A) It is, or can reasonably be expected to be, injurious to public health or welfare, or (B) It unreasonably interferes with the enjoyment of life or the use of property, considering the character and degree of injury to, or interference with, the health, general welfare, property, or use of property of the people affected, and the location of the pollution source and character of the area or neighborhood affected. Whether the source of the emissions was present in the location first shall not be a consideration.

Therefore, we, the concerned citizens of Berlin, CT, urge our local health department to take immediate action by:

1. Conducting thorough investigations into Bright Feeds Factory's operations and identifying the sources of these noxious odors.
2. Enforcing stricter regulations on odor control measures to prevent further emissions.
3. Implementing regular monitoring and inspections to ensure compliance with established standards.
4. Collaborating with environmental experts and stakeholders to find long-term solutions that mitigate or eliminate these odors altogether.

By signing this petition, we express our collective demand for prompt action in addressing this issue that significantly affects our lives and well-being in Berlin, CT. Together, let us reclaim our right to breathe clean air and enjoy a healthy living environment.
