Update December 21, 2025, Update for Urge EPA & MoDOT to Construct a Sound Wall Along I-270

On December 10, 2025, based on a recommendation from Randy D., I wrote a secondary request for records under the Missouri Sunshine Law to the Secretary to the Commission for the Missouri Department of Transportation (MoDOT) in Jefferson City. In the letter written (to the Secretary of the Commission), I wrote, “I am writing this correspondence to request records according to The Missouri Sunshine Law (Chapter 610). I am specifically requesting all records (and especially studies and reports) under the custodianship of MoDOT for job number 6U0807. A more detailed description of these records includes documents, research, drawings, and analysis covering I-270 from I-340 to I-364. I believe the Job No is 6U0807 County: St. Louis Route: MO 141 Job No: 6U0807 Relocate/construct Rte. 141 from Rte. 40 to Rte. 340, (Olive Blvd). In cooperation with St. Louis County, construct Rte. 141 from Rte. 340 (Olive Blvd) to Rte. 364 (Page Ave.), a project with $3M County, $2.88M SAFETEA-LU funding. 

I am requesting that this information be provided by electronic distribution for the amount $52.50 specified in the attached email from MoDOT.” Attached to this letter (to the Secretary to the Commission) was a copy of communications to me from the records department of MoDOT concerning the request, which is available for you to read at https://drive.google.com/file/d/1NQdw_i4rr6r4RRhRUlXMoGipdEUhArMv/view?usp=drivesdk

As a reaction to my letter (to the Secretary of the Commission), on December 17, 2025, at 2:38 PM, I received a voicemail inquiry. The transcript of the voicemail (at https://drive.google.com/file/d/1qs8oAY1QqLNy0wE4mNJf8kh7fdklwn-B/view?usp=drivesdk states; “Hey, Jan. This is Stuart M***** with MoDOT. Hey, I was calling. I was trying to complete open records requests. And I was just for studies and reports. And I just wanted to make sure, trying to figure out what exactly you're looking for. And if you can, shoot me a call back. My number is 314-370-XXXX. And that's Stuart. Thanks. Bye.”

I returned Stuart’s phone call, explaining that my request is related to modifications to I-270, especially the area between Olive Boulevard and Page Avenue, and Exit 16. I also requested all reports of construction (or repairs) and records of sound wall studies conducted on I-270.

I have little confidence that MoDOT will produce any additional records concerning I-270 construction, sound wall studies, or reports. In my opinion, I will only receive the bureaucratic equivalent of the Three Card Monte. My next step in this fight will occur after December 28, 2025.
