The Issue
Running an independent business in Edinburgh is becoming increasingly unsustainable.
Independent businesses across the city are facing severe financial pressure from disproportionately high business rates, rising operating costs, wage increases, utility bills, inflation, and reduced consumer spending.
Edinburgh’s shops, cafés, restaurants, salons, offices, and service providers are central to the city’s economy and identity. They create jobs, drive footfall, and give our high streets their character—yet many are now at risk.
The current business rates system no longer reflects the realities of modern trading conditions and places an unfair burden on smaller independent operators.
Without urgent reform, many local businesses face closure.
Our Call to Action
We call upon the Scottish Assessors Association (SAA) and City of Edinburgh Council to:
Conduct an immediate review of business rate valuations across Edinburgh
Reform the valuation system to better reflect current economic conditions
Increase the level of small business discount / relief available to independent businesses
Expand eligibility thresholds so more small businesses can benefit from relief
Improve transparency in the assessment and appeals process
Engage directly with business owners before implementing future changes
