Urge Kearney and Buffalo County to Reject ICE 287(g) Agreements Require Transparency

The Issue

We, the undersigned residents of Kearney and Buffalo County, stand together to affirm our commitment to trust, transparency, and safety within our community.

We believe that policies must reflect our shared values, fairness, inclusion, and accountability, and that cooperation between residents and law enforcement must be rooted in mutual respect.

Why This Matters

We are deeply concerned about the potential adoption of 287(g) agreements with ICE and recent practices allowing law enforcement officers to obscure their identities by wearing face masks.

Rather than enhancing security, the 287(g) program has been shown in other communities to increase fear among immigrant families, discouraging victims and witnesses from reporting crimes. This undermines public safety and damages the trust that effective community policing requires.

Communities that have implemented 287(g) agreements have also reported increased racial profiling complaints, civil rights violations, and costly lawsuits. Local law enforcement officers are not trained for federal immigration enforcement, creating confusion and risk for both officers and residents alike.

We are equally concerned about law enforcement anonymity. When officials obscure their identities, it prevents accountability, creates fear, and weakens the trust that keeps our neighborhoods safe.

Our Request

We respectfully urge the Kearney City Council, Kearney Police Department, and the Buffalo County Sheriff’s Office to:

❌ Reject any 287(g) agreement with ICE, and
✅ Adopt a local policy requiring that all law enforcement officers clearly display identification while on duty and refrain from wearing masks that obstruct their identity.

Our community deserves transparency and equal treatment for all residents. We urge you to uphold these values and ensure that public safety in Kearney and Buffalo County is based on cooperation, fairness, and trust.
