The cost of raising children in Illinois has seen a significant increase, impacting all families - including those who have adopted or are in subsidized guardianships. In October 2023, the Department of Children and Family Services (DCFS) in Illinois increased amounts for foster care payments. However, finalized adoption and guardianship subsidies have not seen a similar adjustment. This disparity is causing undue financial stress on adoptive families and those under subsidized guardianships.

Historically, Illinois DCFS used to provide across-the-board subsidy increases, ensuring that all families under its purview received equitable financial support. Other states have also successfully implemented such measures, proving that it is feasible.

By not matching the increased amounts given to foster care with adoption and guardianship subsidies, we risk creating an unfair system where some children's needs are prioritized over others based on their care status.

We call upon Illinois DCFS to rectify this situation immediately by increasing the payment amount of finalized adoption and guardianship subsidies to match that of foster care payments. This will ensure fairness among all families caring for these children.
