Update Warsaw's Animal Ordinances to Include Provisions for Community Cats and TNR

The Issue

As a resident of Warsaw, IN, I have witnessed firsthand the heartbreaking and financial burden of unwanted cats, throughout Kosciusko County. Our current animal ordinances do not adequately address this problem, leaving many cats without proper care or shelter. The situation is further exacerbated by the fact that our only local shelter is unable to intake these felines in need.  This results in uncontrolled population control and needless pain and suffering.

The solution lies in updating our animal ordinances to include provisions for community cats and Trap Neuter Release (TNR). TNR is a humane method of population control that has been proven effective in numerous communities across the country and Internationally. According to the American Society for the Prevention of Cruelty to Animals (ASPCA), TNR reduces behaviors associated with mating such as yowling and fighting, thus improving their lives while preventing overpopulation.

Furthermore, allowing food and shelter provisions for community cats would ensure they are cared for during harsh weather conditions. This would not only improve their quality of life but also help maintain public health standards by reducing potential disease transmission.

By adopting these changes into our local laws, we can create a safer environment for both humans and animals alike while addressing an issue that has long plagued Kosciusko County.  It's time we take action on this matter - let's update Warsaw's animal ordinances now! Some interesting facts about us:  We are 100% VOLUNTEER, no one is paid.  We started the end of 2020 with 2-4 cats between 2 people, in 2021 we organized a board, applied for our 501(c)3 designation and received our official nonprofit status!  We also raised enough funds through GoFundMe to purchase our first set of traps and rounded out the year with 65 successful cats Trapped Neutered and Returned, with a few kittens being adopted out. In '22 we TNR'd 205 and adopted out 14 and this year we are on schedule to be over 500 with almost 50 adoptions.
