Petition to Reverse Utah House Bill 267 and Restore Power to the People and the municipalities or organizations they serve

We, the undersigned residents of Utah and concerned citizens, call on the State of Utah to reverse and repeal House Bill 267, “Public Sector Labor Union Amendments,” which was signed into law on February 14, 2025, and will take effect on July 1, 2025. This legislation has stripped our public educators, first responders, and essential workers of their right to collectively bargain, silencing their voices and weakening our communities. We demand that Utah’s leaders, lawmakers, and people act to repeal this law and put power back in the hands of those who serve our state every day.

Why We Demand Reversal of HB 267:

  1. It Will Silence Workers’ Voices. When HB 267 goes into effect, teachers, firefighters, police officers, and other public employees will lose their ability to negotiate fair wages, safe working conditions, and vital resources through collective bargaining. These workers, who dedicate their lives to Utah’s well-being, now face a system that mutes their unified voice, leaving them powerless against unfair treatment.
  2. It Will Weaken Our Communities. The loss of strong relationships between government employees and labor organizations undermines our schools, public safety, and public services. Without collective bargaining, educators struggle to secure funding for classrooms, first responders lack leverage to ensure proper equipment, and public workers cannot advocate for the stability our communities rely on. HB 267 is a direct threat to Utah’s quality of life.
  3. It Defied Public Will. Before its passage, thousands of Utahns rallied against this bill—over 13,000 signatures were collected by the Utah Education Association alone in one week, and countless voices flooded lawmakers’ inboxes and telephones. Yet, legislators ignored this outcry, pushing through a law that the people rejected. This betrayal of public will must be undone.
  4. It Undermines Fairness. HB 267 promised to “open the table” but instead shatters a system that balanced individual and collective rights. Public employees are now left to fend for themselves in a fragmented process, facing employers without the strength of unity. This law has tilted the scales against working families, and we cannot let that stand.
  5. It Steals Local Control. Many cities, such as Salt Lake City, prefer to bargain with labor organizations to address the unique needs of their workers and residents. HB 267’s blanket ban on collective bargaining overrides this local choice, forcing a top-down dictate that dismisses the preferences of municipalities and school districts. Utah’s communities thrive when they have the freedom to decide what’s best—power belongs with our cities and towns, not a distant state mandate.


Our Demand:
We call on the State of Utah to repeal HB 267 and restore the right to collective bargaining for public employees. This law has already begun to erode the livelihoods of working families, destabilize our public institutions, and trample local decision-making. We urge state leaders to listen to the people—those who opposed this bill from the start and those soon living its consequences—and act decisively to reverse it. Put the power back where it belongs: in the hands of Utah’s workers and communities, not in the grip of a law that serves only to weaken us.
