The Issue
San Luis Obispo has a vibrant student population, but current noise enforcement practices make it extremely difficult for students to host small, community-oriented live music events like house shows. These events are not just entertainment, they are spaces for artistic expression, connection, and safe socializing.
We are proposing a simple, community-based solution:
A Neighbor-Consent Live Music Permit System
Under this policy:
- Students can host small live music events before 10 PM
- Events are allowed only with documented consent from nearby neighbors
- Noise must end at 10pm
- Without consent, standard enforcement remains in place
This approach shifts from reactive enforcement to proactive communication, reducing conflict between students and long-term residents.
Why this matters:
- Encourages respectful collaboration between neighbors
- Provides safe, inclusive alternatives to existing greek life party culture
- Supports local artists and student musicians
- Reduces unexpected disturbances through advance agreement
