Update SLO Noise Rules to Allow Student House Shows with Neighbor Approval

The Issue

San Luis Obispo has a vibrant student population, but current noise enforcement practices make it extremely difficult for students to host small, community-oriented live music events like house shows. These events are not just entertainment, they are spaces for artistic expression, connection, and safe socializing.

We are proposing a simple, community-based solution:

A Neighbor-Consent Live Music Permit System

Under this policy:

  • Students can host small live music events before 10 PM
  • Events are allowed only with documented consent from nearby neighbors
  • Noise must end at 10pm
  • Without consent, standard enforcement remains in place

This approach shifts from reactive enforcement to proactive communication, reducing conflict between students and long-term residents.

Why this matters:

  • Encourages respectful collaboration between neighbors
  • Provides safe, inclusive alternatives to existing greek life party culture
  • Supports local artists and student musicians
  • Reduces unexpected disturbances through advance agreement
