Men leering at women anywhere either work place or home for longer than necessary, or in any abusive way, or imitating their actions or any other unnecessary actions should be punished.

As is done by Kerela govt the "14sec rule". It should be applied all over the country. It's a shame that on one hand the country is developing and on the other hand the youth is destroyed like this. 

There should be a helpline number for such situation and which should be active.
