The Peoples Police Safeguard Response Team a.k.a (PPSR)      

We're putting forward the integration of a Body Cam Monitoring system that when in place would monitor the USPD's 24/7 on Duty movement.

The Job

Thorough background checks and morality tests will need to be passed in order for the successful recruitment of 200,000-400,000 (4 Officers Per PPSR Operator-2 Officers Per PPSR Operator ) New Age Police Surveyors. [UN/American*Psyc unit create a morality and bias test]. The PPSR will have strictly no former or current police officers involved. It is run by police but no PPSR Operator can be affiliated with the police in any way.

This massive creation of job opportunities will involve people who have had no offences, to minor drug offences (given they pass the recruitment tests) from 19+ to help ensure the law is being correctly enforced. The PPSR will have constant contact with the officers through their earpiece and live stream, all recorded and stored (cloud storage as well as "incident backup" which would double save the recordings onto a hard disk if an incident occurs) . The PPSR would have a Random Assignment System which would try to ensure there is no favouritism or corruption possible between officers and operators down the line (Which would be unlikely in conjunction with the background and morality tests & the amount of PPSR Seniors in the Offices overviewing the omnibus of streams of tampered with or unlikely, over looked bookings).

The PPSR would have centres in all 52 states. If there is the preferable 2 officers per PPSR Operator there will be around 7,500 new jobs in each state, This is a very small amount of people so a considerably small amount of space would be needed for this justice surveyor system to be put in place ( 2 centres per state with 3 stories would hold 3,500 people each who wouldn't all necessary be working at the same time {8 hour shifts would mean only half the amount of space would be needed for all 3,500 operators per PPSR Centre - 1,750 office block Buildings would mean around 600 people per floor - There is no excuse the government cannot put this system in place because of how small it is in comparison to the damage done, by police to families and friends and also the businesses and establishments which have been destroyed aside the peaceful protest, in order for our voices to be heard} We have witnessed this treachery for too long without justice and it must end.

Work

Each PO would have a PPSR Profile that the operator signs onto when starting a shift. All Officers of the Law will need to confirm why they are doing what they are doing when taking legal action in the field, with their Assigned PPSR Officer on that shift. With an earpiece and a panic button the PPSR will have view of the officers front 180 degrees on screens streamed live to them, from the field.

The operators have the sole power of access to a distinct panic alarm situated on the federal vehicle and the speaker (now mandatory to all PO uniform/built into the live stream camera), to alert passers by -and other nearby officers, on duty or not- that they are to start a commotion to ensure the officer is aware he/she is breaking the law (the alarm gets louder if the officer does not change to the correct restraint technique)   [The alarm would have a warning siren before the main siren to prompt the officer into proper restraint techniques for 4 seconds once the operator presses the button. The alarm would notify the absent/off duty POs to intervene on the PPSRs behalf.]  

Action

If an unarmed, non-resisting citizen is injured, harassed, or in the unfortunate case of a murder, the PPSR Operator would be able to stand in court against the crimes of sed officer/s as a first hand witness. In the case of an instance of police brutality where the PPSR Operator was not at the aid of the civilian there will be an investigation into the PPSR Operator. This would mean Police would no longer being able to evade justice, as if they are above the law, on a day to day basis. They are being watched by someone they do not know, who understands what their job is to do (Follow the book) , but is a none bias party, 100% for the people (Morally Just). {police are supposed to be that force}

This is a chance for millions around the USA to eventually feel safer around the people that are sworn to protect them ,that have lost or simply never had trusted because of the thousands of sickening police officers that have been merely warned or fired for their unjust, immoral actions (more importantly the institutional racism embedded in the police force). This is a try to make things fair between civilians and police officers while keeping the law in mind. Thousands of these sick individuals are still out there today and it's a shame that as of now, they have not been subjected to the consequences for their actions.

This is a ploy to stop and correctly judge the cowards that sit behind a badge thinking that no-one can see them commit outright harassment, assault and   murder.

The ramifications of each alarm alert will go to court but hope, the simple fact of this system being in place will ensure the police force is better behaved as a whole; the "Honourable" Police Officers will be all for this idea because of how much safer it makes their job and their country. We think having at least 1 personnel from a non-police background watching every 4 weapon wielding officers, armed with something as simple as a switch to a card box size alarm is a good start to creating a more fair justice system. 

The PPSR or something of the sort needs to be in place in developed countries where the armed police force cannot be trusted to protect or even value the lives of their fellow countrymen and women. Who are you supposed to call when the police aren't doing their job? Who is going to punish the people that serve the punishment when they do wrong? The people that are watching their every move,   live . They will know if they turn off their camera. They will know if they are perverting justice. The government should consider this as a step towards the definite end to police brutality.
