The 25 year rule is a restriction imposed by the DOT that doesn’t allow the import of vehicles that were not originally sold in the USA to be imported stateside unless they’re 25 years old or older. There are some very rare exceptions like the “show and display” rule which only applies to high end cars and only allows several thousand miles a year and other restrictions making it not feasible to 99% of people interested in importing. The other way is to make the car fully comply with DOT and EPA regulations which is quite frankly absurd if you’re an individual interested in importing a slightly different version of an existing vehicle sold stateside. This would cost over $10,000 and include extensive modifications to emissions and safety systems, amber side markers, MPH speedometer, and in some cases, crash testing other variants of said vehicle at the individuals expense. 
There is no real reason to have to conduct all said tests above to import a vehicle under 25 years old and here’s several reasons. Most 1st world countries such as Japan and Germany have very similar Safety and emissions standards to the DOT and EPA, and in some cases, more strict regulations, so it would make a negligible difference to make it comply exactly with both EPA and DOT. There should instead be a regular inspection to see if the car has airbags and emissions systems and tax the individual a small percentage based on the car’s value or purchase price so the government gets something out of this.
Another reason why the DOT and EPA should loosen up their import restrictions is that so few people would do it, it wouldn’t affect the used car market and wouldn’t hurt any groups.
Japan and Europe allow private car imports and they have no issues at all, so why can’t we, the United States of America have the same freedom?
Let me give you my current dilemma. In the near future I would like to import a 2011-2016 BMW M550d wagon from Germany. Now, BMW sold similar variants of said vehicle here, called the 5-series. They never officially offered this specific engine, which was a punchy diesel with great fuel efficiency, and they never offered a wagon body style which I really desire and they won’t offer it officially since there is no real market for a performance diesel wagon in the USA. This car and many others has a 5 star crash rating in Europe and airbags and modern emissions systems. The USA version also got a 5 star crash rating and it has the same airbags. It’s absurd that I can’t import this car until it’s 25 years old. 
This 25 year rule doesn’t benefit anyone and I strongly hope that the government does something about that. At least modify it to Canada’s 15 year rule or just tax imported vehicles. Sign this petition if you want the 25 year rule lifted
