Autobahn in the United States of America

Autobahn in the United States of America
The Issue
Imagine a highway system in which accidents occur far less, while arriving at your destination at a shortened length of time. A highway that even the U.S. Department of Transportation agrees with by stating, "Germany had intended to build the highways first and the vehicles second, America had the vehicles and no clear plan for building the highway network." found on https://www.fhwa.dot.gov/infrastructure/reichs.cfm Its our time to have a clear plan, that plan being a well made highway network, for all Americans to enjoy.
I write this to potentially make a change to our laws and the roads that we drive on, as there are several issues in todays highways and operators on the road which are mentioned below:
• Vehicles that are pulled over, due to "speeding" are at a greater risk of an accident to both police vehicle(s) and the vehicle being pulled over, along with other vehicles potentially being involved. There are laws set in place to either to slow down or change lanes. Doing such actions can cause potential/additional accidents from "distracted drivers". More than 50,000 drivers in the U.S. are pulled over, each day.
•Americans pay for tolls on major interstates along with taxes to have these roads maintained. Americans are paying two separate yet mandatory fees. A driver can face a third fee for simply speeding.
•America has one of the most lenient laws in obtaining a drivers license. By paying roughly $100 for drivers license and learners permit fees (In NY), taking a exam, and a 5-Hour Course which can be taken in Classroom or Online, and a road test will constitute the driver in being competent in driving.
It is no wonder the US has the distinction of recording the highest number of road accidents in the world, with all the issues listed above.
I write to the general public to foresee these issues and potential improvements as it would benefit the way of transportation.
Improvements of the following:
•A 2 lane roadway with a minimum speed of 65-75 MPH on the farthest right lane, while the 2nd lane is a speed without limits (if it is a 2 lane roadway).
•A 3 lane roadway a road where the farthest right lane has a minimum speed of 65-75 MPH. The middle lane with a speed limit of 75-85 MPH, and the farthest left lane with a pass only/speed with no limits.
•A means for ALL drivers to complete a mandatory comprehensive understanding in these potential laws that can be in effect to major interstate/highways.
•Police that do NOT solely pull over a driver for "speeding" in a roadway, resulting in far less accidents and distracted drivers.
•A law requiring drivers to obtain a minimum of 30 hours in instruction, and a cost of $1500 for obtaining a drivers license. Why $1500? A driver is more likely to think twice from getting pulled over from actions that he/she caused willingly and knowingly. If a driver loses their license it will result in the driver paying an additional $1500 and obtaining 30 hours of instruction, versus a 5 hour course that can be taken in person or online and roughly $100 for drivers license and learners permit fees (In NY). This change will result in drivers not willing to risk the loss of their drivers license.
Driving is a privilege and not a right. If the above actions are taken, it will result in a higher discipline in driving, along with a bigger freedom in our driving limits within the highway/interstate.
