An Urgent Message to the United Nations Human Rights Council: Mandate an  International Commission of Inquiry on Human Rights in Kashmir

We the undersigned represent people of conscience around the world, and we ask you to take urgent steps to stop the massive humanitarian and human rights crisis happening in Kashmir. Since August 5, Kashmiri has been under an Indian military lockdown, with a communications blackout imposed by India. There is no indication that this will be lifted any time soon.

A population of 8 million people is unable to access medical care. All internet and mobile services have been blocked by the Indian government and while the Indian government claims that land lines have been reconnected, in practice they are not functional. 

The medical system is on the verge of collapse, with doctors reporting a 60% decline in patients, who are unable to reach the hospitals as they are turned back at military checkpoints. Stocks of medical supplies and baby food are running low in hospitals and stores and there is no way of obtaining any more. Treatment for patients needing dialysis, chemotherapy and surgery have stopped since doctors can no longer access medical records that have been digitized.

Mass arrest are taking place, with AP putting the number of those detained as high as 4,000. Those detained include politicians, academics, lawyers, journalists and doctors.

These actions collectively constitute massive violations of international humanitarian and human rights law. To end these and to begin a credible process of justice and accountability leading to a peaceful resolution of the Kashmir conflict in accordance with the wishes of the Kashmiri people, we urge the UN HRC to mandate an International Commission of Inquiry for Kashmir. The United Nations has been entrusted the responsibility to prevent war, uphold human rights and international law, and promote social progress and justice. We urge you to fulfill this mandate which you hold on behalf of all humankind.

In order to place international observers on the ground, we ask you to mandate an International Commission of Inquiry into human rights abuses in Kashmir, as recommended by the UN Office of the High Commissioner for Human Rights in her June 2019 report on human rights abuses in Kashmir. We further ask you to initiate action in the United Nations General Assembly and Security Council to resolve the conflict in accordance with UN Security Council resolutions.
