It is time to demand that the United Nations holds the Italian government accountable for its involvement in human rights violations against African migrants and refugees in Libya. 

Italy has been involved in the torture, rape and slave trade of African migrants in Libya since 2017 as they have an agreement with the Libyan government, backed by the EU, known as the Memorandum of Understanding on Migration which prevents migrant boats from reaching Italy and Europe. Instead, refugees and migrants, with many being children, are taken to detention centres in Libya, where they are not only subject to unspeakable atrocities and inhumane conditions, but they are enslaved and sold at slave auctions. 

According to Amnesty International, since 2017 more than 40,000 people have been sent to these torture camps, sentencing them to endless sufferings and to their imminent deaths. Although you may say that Italy and Europe are not directly torturing people, they are just as complicit as they have been funding and supporting the Lybian government. Italy has set up a 200 million euro fund in 2017, while the EU has allocated more than 300 million euros to what they call “support migration management”. What is concerning is that there has been a huge lack of transparency on how the money is being used, but at the same time there is also the knowledge that Italy has been training Libyan authorities, helping them intercept migrant boats and helping them bring migrants to Libya. Therefore Italy and the EU are very much aware of what is happening in these camps, they are just letting others do the dirty work for them.

As they are putting their own interests above human lives, by willingly and silently putting people in torture camps just in order to stop the migration flow to Europe, it clearly demonstrates a violation of the International Human Rights Law. 

Moreover, Italy had previously promised to improve the terms of the agreement and provide more transparency and NGO access to the camps. However, the Italo-Libyan agreement has just been renewed for another 3 years without any amendments having been made. This has been confirmed by Amnesty International who has stated that "NGOs don't have any more access than before”.

Although several publications and NGOs such as Amnesty International and Human Rights Watch have called out the Italian government, no actions have been taken.

The UN must use its power to

1. hold Italy accountable for its involvement in human rights violations in Libya,
2. demand that the terms of the Memorandum of Understanding on Migration are amended to focus on the protection of migrants and refugees and
3. call for the immediate release of those being detained in the detention centres.

Dal 2017, l’Italia è stata coinvolta nella tortura, stupro e schiavitù dei migranti africani, in quanto il governo italiano ha un accordo con il governo libico, sostenuto dall’UE, noto come Memorandum d’intesa sulla migrazione, il quale impedisce le imbarcazioni migranti di raggiungere l’Italia e l’Europa. I migranti e i rifugiati, molti dei quali sono minorenni, vengono invece portati in dei centri di detenzione in Libia dove non sono solamente sottoposti ad atrocità indescrivibili e condizioni disumane, ma vengono anche schiavizzati e venduti all’asta. 

Secondo Amnesty International, dal 2017 oltre 40.000 persone sono state portate in questi campi di tortura, condannandoli ad una vita di sofferenza ed a una morte imminente. Sebbene si possa dire che l’Italia non stia torturando nessuno in modo diretto, non possiamo ignorare la complicità italiana in quanto il governo finanzia e sostiene il governo libico. Infatti l’Italia ha istituito un fondo di 200 milioni di euro nel 2017, mentre l’UE ha allocato oltre 300 milioni di euro a ciò che chiama “supporto per la gestione della migrazione”. Il punto preoccupante è il fatto che c’è un’ enorme mancanza di trasparenza su come questi soldi vengono utilizzati ed anche la consapevolezza che l’Italia stia addestrando le autorità libiche, aiutandole a intercettare imbarcazioni e a riportare i migranti nei centri in Libia. Pertanto, l’Italia è consapevole di ciò che sta accadendo in questi centri, ma lascia fare il lavoro sporco agli altri.  Essa sta esplicitamente mettendo i propri  interessi al di sopra della vita umana, dato che sta volontariamente e silenziosamente mettendo persone in dei campi di tortura per fermare il flusso migratorio verso l'Europa. Questa è una violazione della legge internazionale sui diritti umani. Di conseguenza l’Italia è complice.

Inoltre, l'Italia aveva precedentemente promesso di migliorare i termini dell'accordo  italo-libico e fornire maggiore trasparenza e accesso alle ONG.  Tuttavia, l'accordo è stato appena rinnovato per altri 3 anni senza alcuna modifica.  Ciò è stato confermato da Amnesty International che ha dichiarato che "le ONG non hanno più accesso di prima".

E per approfondire sulla situazione della schiavitù moderna, secondo l’ONU, ci sono 3 volte più persone in schiavitù oggi che nell’intera tratta atlantica! Questo è un problema serio. La domanda è perché nessuno ne sta parlando?

Sebbene diverse pubblicazioni e ONG come Amnesty International e Human Rights Watch abbiano criticato la complicità del governo italiano, non è stato  intrapreso  nessun provvedimento.

Le Nazioni Unite devono

1.  ritenere responsabile l'Italia per il suo coinvolgimento nelle violazioni dei diritti umani in Libia,
2. richiedere che i termini del memorandum d'intesa sulla migrazione siano modificati per concentrarsi sulla protezione dei migranti e dei rifugiati e
3. richiedere il rilascio immediato di coloro che sono detenuti nei centri di detenzione.
