I am Nowelyn Lozada and I am one of the citizen here in Jamindan, Capiz. I noticed that many people are complaining about this situation. Many people suffered because sometimes there is a situation that is very important to them but there is a hindrance because they can't go through, due to unfinished road construction. Most of the Rural areas have unconstructed road, resulting for citizens struggles and difficulties traveling or going to their destination.

There are several factors that causes these issue, including the funding shortage or insufficient budget allocation or unexpected financial problems that leads to halt the work indefinitely. Contractual disputes, sometimes the legal issue between the government and the contractors can cause delays or abandonment of the project. Next is material shortage, natural disaster or unforeseen event like bad weather condition, and also lets not forget about the corruption this is also one of the reason why our road is sometime unfinished, corrupt practices that diver the funds and use it to other purpose.

These factor often combine to leave the roads unfinished. And often causes traffic congestion, delays and frustration for the commuters and drivers, sometimes leads to accidents that is dangerous for both drivers and for those commuters or the people who is near.

DISADVANTAGES OF UNFISHED ROAD CONSTRUCTION:

1. Roads occupy land resources and form barriers to animals.
2. They can cause adverse impacts on natural water resources and discharge areas.
3. Noise, dust and vibrations are the three most damaging effects of road construction and management.
4. The initial cost of concrete roads is high.
5. Concrete roads are liable to crack and warp due to temperature variations.

It is important to finish those unfinished road project to avoid accident for the people in our community. To enhance safety and reduction of traffic, over all road construction is vital for the growth, safety and sustainability of modern society.
