

Unban phone usage during school hours in SMUHSD
The Issue
This petition is deeply personal for me. At the beginning of summer, I found myself sharing a meal with my family, enjoying a quiet lunch when something in a newspaper caught my attention: "San Mateo School District Bans Phones during School Hours." An overwhelming sense of concern washed over me as I realized the ramifications this policy might have on students' safety and well-being.
Mobile phones have become an essential tool in our lives, not just for leisure but for safety and support. For many students within the San Mateo Union High School District (SMUHSD), having access to a cell phone during school hours is crucial. Phones serve as a lifeline to communicate with parents or guardians in case of emergencies, whether it's a sudden illness, urgent family matter, or any unforeseen incident that requires immediate attention.
Furthermore, many students rely on their phones as vital medical devices. Applications on smartphones assist those with chronic health conditions to monitor their vitals and manage their conditions throughout the day. Denying access to these lifesaving devices could put their health at a significant risk. Students might also not be able to see if a reaction will occur because of the pouches blocking access to them.
In addition, as awareness of mental health continues to grow, students increasingly rely on mental health apps and communication with therapists, counselors, or family members for support during particularly difficult times. Restricting students’ access to their phones could also limit their ability to directly access the new “STOPit” reporting system, which allows high school students to anonymously report incidents that occur during the school day. According to the JAMA Network, a nationally representative 2025 survey found that approximately 19% of U.S. adolescents and young adults ages 12–21 had used an AI chatbot for mental health advice, representing roughly 8.2 million young people. Banning phones entirely during school hours may therefore overlook an important aspect of student mental health, communication, and safety.
While the school district’s intention to enhance the learning environment by reducing distractions is commendable, banning phones altogether could result in unintended negative consequences. Instead, we propose that the SMUHSD adopts a more balanced approach by setting guidelines for appropriate phone use during school hours. This could include limiting phone use during class unless for emergency purposes or educational activities, thus ensuring safety without compromising educational focus.
We must protect our students by allowing them the means to stay connected to their support systems and maintain control over their health needs. I urge the San Mateo County School District to revisit this policy, taking into account its broader implications, and to work towards a solution that respects students' diverse needs.
