Pubs, bars, night clubs, private members clubs and hotels in fact any premises that sells alcohol needs a premises license and they cost money. 

The government has closed many of these premises and placed heavy restrictions on those who have been allowed to remain open. The government still expects the struggling landlords to renew their premises license every year. 

The government should now refund all fees paid to renew a premises license in the last year and at the very least suspended the requirement to pay a fee to renew a premises license. Nobody should be expected to pay for something that they cannot make use of.
