Ban barbed wire fences

The Issue

I propose a ban on barbed wire fencing. 

This style of fencing is old fashioned and causes a lot of damage to all animals unfortunate enough to become entangled. 

Barbed wire fences are not always well maintained or disposed of correctly, causing health and safety issues to all that encounter it. Many public footpaths cross paths or come into close contact with barbed wire fences meaning, in minor cases, scratches and cuts to the skin and items of clothing becoming snagged. I often hear of dogs, deer and other wildlife being caught up in barbed wire. My own dog cut the skin from his throat to his stomach running through a hedgerow concealing a barbed wire fence after a squirrel. 

I know there could be an argument for paying more attention or having pets under close control, but there are more effective fencing methods that offer more control and do not rely on sharpened spikes designed to cause harm to deter. 

Surely there is a better, safer way to enforce boundaries. During the Covid19 pandemic we have witnessed more and more people using the countryside for exercise. It is important that the well being of people and animals are considered by those that use this style of fencing.
