Immigration Referendum for England

England receives the largest amount of immigration within the UK without consent of the public and seeming this is such a huge project that affects infrastructure and has a massive social impact and has become a very controversial subject with some 1st and 2nd generation settlers even taking issue with immigration in England and it being one of the biggest issues for Brexit voters, it is only fair to ask the public of England for consent via a referendum to decide on future immigration.
The Referendum would consist of two simple questions with a potential second phase of the referendum.
1: Do you want immigration to stop completely?
2: Do you want immigration to continue but with limited numbers to be decided in a second phase of this referendum?
Second phase limited numbers of 100, 1000, 10,000, 50,000.
