Smoking cigarettes can also lower or even prevent against high blood pressure. In the United States alone 90% of adults started smoking before the age of 18 (Tobacco Product Use). The legal age to start smoking is 16 but the purchasing age is 18. I don't believe it is fair to set the legal age as 16 if you can't even buy them. Teens will be teens and if they want to smoke than they should be able to. At the age of 16 most teens start working and they can make their own decisions on whether or not they want to smoke.
