No one outside of the Army needs the AR 670-1. From the day Soldiers join the Army, they are trained on the proper application of the AR 670-1. It is used in training environments in the USA, and in foreign combat areas. 

People outside of the Army have no need to use the AR 670-1. There is no situation that could occur that would require its application. Unless a person becomes a Soldier and wears and appears in the Army uniform, they have no need of the AR 670-1, or many similar ARs. Any US Army Soldier will tell you that civilians simply do not need it. 

It is time to ban the AR 670-1 from the United States of America for good.
