George Floyd(and countless others) won't have justice until we change the way we measure and hold law enforcement accountable. Congress needs to create a bill and the President needs to sign it to do the following:

Standards

• Creation of a national policing standard for all police departments to be graded on by end of the year.
• Creation of a national police training standard for all departments to be graded on by end of the year.
• Release yearly grades of every police department based upon new standards.
• Creation of a police brutality state review board made up of a mix of residents and police officers at state level empowered to decertify police officers.
• Elimination of qualified immunity.
• Provide federal per capita subsidy for police departments which adopt national standards to support transition and operational measures.
• Municipalities and police unions must share in the cost of civil damages.
• Three strikes rule for officers involved in verified offenses resulting in being banned nationally from law enforcement work.

Community

• Police officers must live in their policing jurisdiction(e.g. living in the same city a police officer protects) to improve officer community engagement and awareness.
• Police must end militarized approaches to policing.
• Make it illegal for police officers to turn off mandatory body cameras.
• Mandatory release of all police camera(e.g. body, police vehicle) footage within 24 hours to the public.
• Public database for all residents to look up and grade officers by name/badge no.
• Subsidize increases in police compensation to attract better candidates and enable police officers to live in their community.
