A Presidential apology and investigation for the Rosenwald Fund Study
The Issue
In 2012, I had a near death experience traceable to the Rosenwald Fund Study, a study conducted by the United States Public Health Service (USPHS) in 1929. The study involved 40,000 blacks in 6 southern states (GA, AL, TN, VA, MS, and NC). The state of Tennessee deviated from other states and conducted the study on family units because families were known to congregate. Toxic mercury and other heavy metals were used as a form of treatment. According to my research, mercury causes neurological degeneration, penetrates the placenta, and has a congenital effect. To date, more than 10 of my family members from three generations have died from symptoms associated with mercury poisoning. Precedents have been set for studies conducted by the USPHS and presidential apologies and investigations have been given in subsequent studies (i.e Tuskegee Study and Guatemala Study). President Obama apologized and initiated an investigation for the Guatemala Study in 2010. Twice, I requested an apology/investigation for the Rosenwald Fund Study and was denied on the basis the study was not an experimental research study. An excerpt from a letter contained in the Rosenwald Archives, signed by the Assistant Surgeon General, states "We wish to go on record in that we consider the treatment of this group purely as an experiment." In November 2013, Secretary of State John Kerry signed the instrument of Acceptance to become a party to the Minamata Convention on Mercury, a global treaty to protect human health and the environment from the adverse affects of mercury. The Convention stresses the importance of public information in order to raise awareness and educate people. Additionally, it mandates research to assess the impact of mercury exposure on human health. In February 2015, the United Nations Environmental Programme determined the Rosenwald Fund Study was a violation of human and civil rights. In May 2015, the United Nations Office for the Commissioner of Human Rights sent the U.S an allegation letter pertaining to my story and requested a response within 60 days. Unfortunately, the U.S failed to respond and the UN released the letter to the United Nations General Assembly and American public in September 2015. The Rosenwald Fund Study was conducted in 1929 when millions of blacks migrated North and to different regions of the country. Participants in the study migrated with mercury poisoning, congenitally effecting future generations. My family and I, in addition to many Americans have suffered immensely from the congenital effects of toxic mercury and other heavy metals used as treatment in the Rosenwald Fund Study. In an effort to begin the healing process, a presidential apology and investigation for the United States involvement in the study is clearly warranted.
