Train officers with NON LETHAL actions towards animals!
The Issue
Saturday morning Titus was shot by a Tulsa Police officer. At about 630am some how the dogs had gotten out of their back yard. They called PSO and they had been out this past week.. last time they didn't close their gate completely, assuming that was the case this time.
Rachel was leaving the house and witnessed it all. She didn't realize it was their Titus that was shot by the cop. But she did see that the dog was sitting in a yard and the cop drew his gun and shot him. Titus then ran back home and into the house (the door wasn't completely latched) Phillip realized he was bleeding and jumped up to see the cops still down the street. The cop was about to shoot our girl dogs which were down the street still, scared and hiding under a porch. Phillip was able to run the girls home and he ran inside and woke my friend up. She jumped up out of bed freaking out cause all she heard was "THE COPS SHOT TITUS!!!".... She ran to the door and saw all the dogs inside. I didn't realize titus was bleeding. The cop asked here if the dogs were hers. She replied with something like yes, what's going on??! The cops then tells her Titus charged him and they shot him and the cop wants her ID. So she is freaking out and ran in the bedroom to wake up her Fiance with the info she just received. She forget to grab her ID in this panic and groggy state.... Her fiance goes to talk to the cops on the porch. The officer asked her if she had gotten her ID. She forgot and told him she didn't grab it. He then handcuffed her and told her she was under arrest for obstruction. She was cuffed and taken to the cop car.
She now has 3 counts of Harboring a vicious animal, 3 counts of dog at large and obstruction..... (Officers Whitehead and Eddings)
Titus is ok.
They took him to the vet and they gave him pain meds and some antibiotics.
He has xrays in the morning to see if any major damage was done.
ANYONE that has met Titus will tell you he is far from vicious. Their vet is even willing to testify to the temperament of Titus. He is one of the calmest, most loving animals out there. Just because he is a pit-bull he was shot in the face.... It's really sad that the officer shot the dog for NO reason, will fight this! !!!
Steps Law Enforcement Can Take
Provide improved training to officers about non-lethal options for handling dogs and understanding dog behavior.
Use alternative equipment such as: catch-poles, nets, batons, Tasers. In fact, a powder based (rather than CO2) fire extinguisher is an excellent non-lethal alternative to a gun.
Contact animal control before proceeding into a situation with an unleashed dog.
Reduce cases of wrong addresses and miscommunication–between officers, homeowners, and animal control.
Use interagency communication to establish protocol and procedure.
Avoid entering private property without warning residents unless necessary.
Establish clear departmental procedures with a scale of options to exhaust before discharging a weapon–procedures that reduce or eliminate the automatic shooting of an animal as a response to tense situations.
Improve leadership, and internal and external follow-up, on deadly force incidents.
Reduce officer fear and improve officer confidence and animal-handling reactions.
Provide officers with training in humane use of force to put an animal down with the least amount of suffering possible when lethal force absolutely must be used.
Demand that their state’s police training academy provide training to new officers on all non-lethal options in assessing canine behavior and dealing with pets while on duty.
