

Trapped in our Neighborhood?
The Issue
In 2021, I bought my dream home in a beautiful new neighborhood just 2 miles from the beach. The Lennar website promoting Beach Village talked of how new residents could ride their golf carts to the beach, and listed all the various amenities and their distances from the neighborhood. Over the past few months living in my beautiful new neighborhood, as construction has continued on future phases, the roads to access my street have become increasingly problematic, with potholes so wide and deep, only one car can drive through certain sections at a time. I assumed the roads would be repaired once construction was completed, and this was just a price to be paid for moving to a neighborhood not fully finished yet. Several weeks ago, however, an alarming sign was posted on one of the roads by my new home, indicating that the individuals owning that road were going to be shutting it off to through traffic, therefore cutting off our access to the beach and various town amenities. The contact information listed on the sign directed us to various county employees, all who stated that they had no knowledge of the sign, nor could they assist us in any way since the county did not own the road. Having this road closed prohibits direct access from emergency responders and school buses, which is dangerous for our residents. Not only is it unsafe, it is actually unlawful. Horry County code requires a neighborhood of our size to have two points of access. This road closure would take our neighborhood down to only one. No one in the county can seem to explain to our residents how our development was approved with the intended usage of private roads for access, rather than requiring new access points to be part of the development. Even worse, after this HOA informed the local communities of the road closure, other local HOAs are ALSO stating that they will be cutting off access to their roads as well, by installing gates on each end. One of the Beach Village streets is accessible SOLELY by an apparently privately owned road, so if all of the privately owned roads are indeed shut down as being threatened, some of our residents will have ZERO access to come and go, while others will have very limited access, with delayed emergency response time. We understand why the associations owning these various roads would be frustrated at the increased usage of them without their pre-approval or funding, however leaving us without proper access to our homes is unacceptable. Horry County approved these developments as-is, allowing the usage of privately owned roads. They now have a responsibility to pay for the upkeep of those roads and ensure they stay open so the new residents can access their homes.
