Transparency of FRSD Security Aid Finances

Transparency of FRSD Security Aid Finances
The Issue
Last school year, the parents of the Flemington-Raritan School District (FRSD) were asked to vote on a tax increase that would save numerous positions throughout the district, including Class III Officers, teaching positions, and sports programs. The vote failed to pass and these positions were subsequently cut from the budget for this school year. Additionally, our taxes were still increased with nothing to show for it.
The FRSD Board of Education received $642,316 in categorical security aid from the total $2,828,690 that Hunterdon county received, which is the lowest amount of any county in New Jersey. The children of Hunterdon county have a right to be safe in their schools and the parents have a right to know where this money was spent.
We are demanding transparency of our elected officials regarding the following items in the FRSD budget:
- A financial audit of what the $642,316 that was received for categorical security aid for the 2025-2026 school year was used for, including but not limited to, receipts for those expenditures.
- A detailed breakdown of the analysis that was conducted by the Board of Education’s Office of Finance/State Aid Research and Data Analysis Unit to determine the number of “at-risk” students in Hunterdon county .
- The data used in calculating the amount of Categorical Security Aid allotted to the FRSD by Hunterdon County, out of the total $2,828,690.
- Detailed breakdowns from the previous two school years on how much money was allotted to Categorical security aid, since the amount was lower, yet the services provided were vastly greater.
- IMMEDIATE reallocation of funds within the budget sufficient to place a full-time Class III Officer at every school in the FRSD.
- Swift legislative reform of the SFRA and the qualifications/criteria required for a district/county to receive categorical security aid, as well as to limit the discretion the FRSD has in applying the categorical security Aid received by each district
