Transparency & Accountability in the Malaysia Pickleball Association’s Digital Systems

The Issue

Malaysia Pickleball Association’s official systems are privately controlled by an external vendor with hidden domain ownership, unclear data custody, and possible conflicts of interest.

We demand full transparency, compliance with Malaysian law, and accountability from the MPA Committee.

Who is affected?

Every pickleball player, club, and organizer in Malaysia is affected.

The Malaysia Pickleball Association (MPA) currently operates two official websites  mpaportal.com and malaysiapickleball.my both developed, owned, and controlled by a private company named Fenix Digital, listed as “Official Technical Partner” and “Custodian of all information and data.”


According to the association’s own website:

Fenix Digital “serves as the custodian and keeper of all information, data, and technical infrastructure.”

Fenix Digital “may terminate user access at any time.”

All member and tournament data are “processed and managed by Fenix Digital.”

Both domains are registered under WHOIS privacy, concealing the real owner.

The main contact listed, Puan Delima Ibrahim, appears involved in both association and vendor matters raising serious questions about conflict of interest and governance integrity.

If the MPA’s official systems, data, and access are fully controlled by a private vendor possibly linked to leadership  then every player’s data, registration, and tournament result are ultimately outside the association’s direct oversight.

 

What is at stake?

Governance Compliance

Under the Sports Development Act 1997 (Act 576) and Sports Commissioner’s Code of Ethics, all decisions involving finances, assets, and vendor contracts must be collectively approved by the management committee and recorded in minutes.

If Fenix Digital was appointed without this process, it is a governance breach.

 

Conflict of Interest

The MACC Conflict of Interest Guidelines (2021) prohibit appointing family-linked vendors without transparent declaration and independent review.

If Fenix Digital is connected to any office bearers or their families, this must be disclosed to the Sports Commissioner (KBS)

 

Data Protection

Under the Personal Data Protection Act (PDPA) 2010, MPA is the “data user”  legally accountable for how member data is handled.

If Fenix Digital hosts and processes data independently, MPA could be liable for any breach, misuse, or data loss.

This includes players’ names, contact details, payment information, and records of minors all protected under PDPA.

Ownership & Continuity Risk

Because both domains are privately registered, MPA does not legally own its own systems.

If disputes or leadership changes occur, the association could lose access to:

Member and tournament data 

Official communication channels

Branding and digital infrastructure

This scenario has occurred in other Malaysian sports bodies, leading to suspensions, data loss, and reputational damage.


Public Trust & Credibility

Sports bodies rely on transparency and fair management to secure sponsors, recognition, and community trust.

When key systems are controlled by undisclosed parties, confidence erodes and Malaysia’s pickleball movement risks being seen as non-credible by both local and international partners.

 

Why is now the time to act?

Pickleball in Malaysia is growing fast new clubs, tournaments, and sponsors are entering. But growth without accountability breeds risk.

Now is the moment for MPA to show that it operates by the same standards of integrity and fairness it promotes on court.

We call on the Malaysia Pickleball Association Committee and the Sports Commissioner (KBS) to immediately clarify:

1) How was Fenix Digital appointed, and was the process approved in an official meeting?

2) Who legally owns and controls mpaportal.com and malaysiapickleball.my?

3) Why are both domains hidden under privacy instead of being registered to MPA?

4) What is Puan Delima Ibrahim’s relationship to Fenix Digital and her official role in the system’s operations?

5) Who currently has administrative access and data management rights?

6) What steps are being taken to ensure compliance with PDPA 2010, Sports Development Act 1997, and the Sports Commissioner’s Code of Ethics?

7) Will MPA commit to public disclosure of its vendor relationships and system ownership moving forward?
