Traffic Calming for Spring Garden Avenue

Traffic Calming for Spring Garden Avenue
The Department of Mobility and Infastructure in the City of Pittsburgh has a traffic calming program to help with speeding on problematic streets. I have applied for this program 3 different times since September 2019 and have been found eligible, but the City of Pittsburgh keeps telling us that they don't have enough in their budget to put the calming measures into effect on my street. However other streets that have applied after us have got the traffic calming measures applied to their streets, with the reasoning be that they had a fatal accident on the street. The City has put up speed limit signs as well as watch children signs, but this is has not stopped the speeding issue. The speed limit along Spring Garden Avenue is 25mph. Cars have been clocked at going 30 to 40 mph down the 2500 block stretch on numerous occasions. While some people might not think that is a big deal, it is when the road is very narrow and the speeding causes cars to cross the double yellow line in the road and cause an accident. There are 2 stop signs along the stretch of Spring Garden Avenue. 1 is located on Schubert street and Spring Garden which is also a big school bus stop. That stop is blown through constantly. That is not safe for our children that are waiting for their bus to pick or drop them off. The 2nd stop sign is a Catalina Park Playground along Spring Garden. That stop sign is blown through constantly as well. There are no guardrails along the stretch of road that would also provide safety for pedestrians.
What I would like to happen is for the City of Pittsburgh to please do something about this speeding issue before another kid or pedestrian gets injured or even dies like the little boy in 2017.
Thank you for taking the time to read my petition.
