Enforce a time limit in the tethering of dogs in the town of Battleford

A life on a chain is no life at all for an animal. They eat, sleep, urinate and defecate in a small and confined area day after day with very little human contact. Not only is this cruel for the dogs but it has been proven that they can eventually become aggressive and can harm any children or other animals that they come into contact with. They sit for hours in the summer with no way to escape the hot sun often with overturned or empty water bowls or cower in the winter huddled up against any kind of object that may bring them some warmth. However nothing is worse than the emotional abuse they suffer from by being constantly alone and isolated. Dogs are loving, sociable animals who crave human affection and should not be treated as lawn ornaments. There are no laws that protect dogs from being tied up 24/7; if the dog has a doghouse, food and water there is nothing legally the authorities can do. This is not good enough especially when we see TOO many dogs being treated as though they don't matter. None of us would be happy living life in a confined area unable to protect ourselves from the elements and with no social interaction. 

This petition is a plea to all Battleford and surrounding area residents who agree that we need to step up and enforce a bylaw to allow these dogs a better life than the one they are living.
