Tell the ZBA to deny Zone change for 586 Mill Street requested by HAP Now!
The Issue
The Town of Agawam residents wish for their voices to be heard by the ZBA in the matter of 586 Mill Street, purchased recently by HAP, and their request for a zone change on said property. We wish for the said property to continue with its current zoning, designated as Agricultural. HAP wants to build an affordable housing complex of 60-70 units on this property and, we the citizens, believe they have not done their due diligence and made an error in judgement by purchasing said property with no regard for already unmanageable traffic, unreleased, privately done- soil test results, no proof of wildlife conservation made public, nor regard for current town resources in this area such as, sewer pipes,water pipes,police,and fire, that could not handle such a large complex. This particular property is located in an all residential home area comprised of several small streets with no sidewalks, crosswalks, or lighting. It has been stated publicly by HAP that a lottery system will be used for future renters, which in reality, could preclude any Agawam residents from even living in this complex. The Town of Agawam has contacted HAP and offered a viable alternative piece of property on an actual bus-line here in town, which the Mill Street property is NOT on a bus line, and HAP has refused to negotiate or admit they did not do their due diligence in purchasing 586 Mill Street, and seek alternatives. We wish for our ZBA to deny HAP's request to change the current zoning of this property and implore them to impress upon HAP to negotiate with our town officials on the alternative site (Town owned Tuckahoe Turf Farm) offered to HAP for affordable housing, which the Town of Agawam does indeed need and want, but on an appropriate piece of land that can handle such a large complex and that is not located smack dab in the middle of all residential streets with already unmanageable traffic from schools and churches.
