Dear Officials:

We the families and friends of both Mr. Andrew Spiegel (“Spiegel”) and Mr. Mahmoud Khalil (“Khalil”)—both as “The Victims” hereinafter—bring to your attention the allegations claimed and complained of by The Victims without avail.

In summary: For the past THREE YEARS; approximately, The victims have been enduring and suffering illegal surveillance, harassment, mental and physical abuse, deprivation of freedom and freewill, deprivation of a secure and safe home, deprivation of privacy, deprivation of any and all work and business opportunities, deprivation of health assurance as well as financial draining. NOT TO EXCLUDE TORTURE.

Spiegel is a 75 years old; US Senior Citizen, under the care and watch of Khalil; his attorney in fact. Their relationship stems from a past attorney-client relationship from twenty years or so, which developed into a strong bond and friendship. They worked together, lived together, traveled for business and leisure around the world together; life was beautiful.

In August of 2018, an unrelated conflict to The Victims occurred in Jordan which snowballed and developed into a catastrophic nightmare which dragged them deep into this conflict where they became targets.

At some point in time; the unrelated conflict dragged the US Embassy of Jordan into the picture. Which was doing surveillance through the Jordanian Authorities as well as their Jordanian appointed Security Force for the Embassy. Which developed into all the illegal acts and misconduct mentioned above by US Officials and personnel for the past years and followed them everywhere they went and traveled—from city to city and country to country—until this very second.

Their health and well-being has deteriorated from such illegal acts and misconduct and torture over the past years to the point that Khalil can no longer take care of the Senior Citizen Spiegel, who is refusing to return to the United States.

Currently, they are suffering and being tortured by very modern technologies—seen in science fiction movies—inflicting severe pain and suffering, caused by electronic/magnetic and or microwavable waves and use of transparent gadgets and technologies. Damage sustained include the skin, muscles, nerves, internal pain of the organs, painful muscle spasms, loss of muscle control causing falls. Severe pain all over body, especially the joints and constant tingling sensations.

Sever headaches with jaw clenching and teeth grinding. Also, Feeling light headed, loss of memory and unable to think or start any task. Depression, anxiety, moodiness, frustration and loss of temper. From the constant trauma from such torture techniques.

But worst, causing chest pains especially over the heart and lungs, making it hard to breath and causing rapid irregular heart beats.

Multiple and various complaints have been sent to various channels, departments, governments as well as the UN Committees; without response or development. As such; we are writing this letter—individually and as a whole—to bring this catastrophe of violations of all rights and regulations whether domestic or international by any body of government. WE DEMAND INDIVIDUAL INVESTIGATIONS by each and every recipient of this letter whether a department, a committee, and/or a government body where any such misconduct took place.

The Victims have a FOIA Request from the U.S. Department of State (FOIA NO. P-2024-00968). Currently handled by Kevin J Timmer; FOIA Analyst, Bureau of Administration. It was requested February 28, 2024 and still in process undergoing review and redacting since August 29, 2024. Which is questionable! But if obtained can lead or give some answers into this catastrophe and nightmare of The Victims and their family and friends.

We the below undersigned individually and collectively, demand an instant investigation, an immediate cease and desist of such grave violations, a response directing us and supporting us IN ENDING THE SLOW DEATH OF THE VICTIMS; our loved ones.
