In 2013 PACL were awarded almost £200,000 for a 2 year project including staffing to support a Marketing and Activities Office for Penarth Pavilion to increase visitor numbers. The grant came from the Lottery's Coastal Communities Fund and was in addition to the multi million pounds HLF capital grant. 3 years on and with this level of grant funding how can the Pavilion now be in a situation of 4 day opening and a state of the art cinema mothballed? The public have a right to be angry and want questions answered
