Restore and improve access to telecommunications so that we can be safe and in touch with the outside world
The Issue
In 2013, a trend toward inequality in telecommunication was started when a number of providers ceased providing Internet-based telecommunications services. This trend culminated in a total disruption in telecommunications access when the remaining provider ceased operation on November 14, 2014, cutting off users from essential activities and services of our American life including emergency service.
With no investment and innovation in accessible 21st century technologies, many consumers embraced Internet-based telecommunications, only to lose what for many remained their only means of telecommunications. Fraud and abuse were cited to justify this inequality, even though so many institutions of our society experience fraud and lose billions of dollars annually. Moreover, many telecommunication companies say they receive federal reimbursement that’s too little to cover essential services for consumers with combined vision and hearing disability. While many such consumers have no other accessible alternatives, other disability groups have multiple options for telecommunications.
We, deafblind Americans joined by our supporters, therefore urge immediate action to restore our access to, and improvements to the accessibility of, telecommunication services that are essential to our safety and participation in our American life. While we commend the efforts of the FCC to improve access for all, we need policies that are consistent with our national laws and do not lead to the exclusion and isolation of any group of Americans. Instead of eliminating the service, tighten fraud protections and ensure fair reimbursement in order to promote innovation in accessibility. Thank you.
