To make owners of dogs who launch an unprovoked attack on another dog, accountable by law

The Issue

Clyde, an 11 year old Chorkie was out for a Sunday morning walk, on his lead, with his owner when a large dog ran out out  of a house and attacked him for no reason. The dog got its teeth around Clyde's little body and shook him vigorously. Two youths came out of the house and when saw all the blood, he laughed!. The police came, and with sirens and lights flashing took Clyde and his owner to an emergency vet. Apart from having 2 large wounds which couldn't be stitched as he was too traumatised, he also had broken ribs down one side. He was so badly bruised that he couldn't use his back legs. He stayed at the vets for 4 nights and is slowly recovering
