The Issue

TIME TO HIT THE GAS ON UNFINISHED GAS STATION AT 308 MENZIES STREET  IN JAMES BAY!

Since 2017, this despicable eyesore has been stalled on a main artery in our beautiful community.  It's held hostage to much-needed fuel, propane, charging, air and retail services required by 12,700 residents, numerous businesses and hundreds of visiting drivers.  It's a magnet for vandalism, open drug use and other crimes.

A huge majority of the local population are seniors who rely heavily on their vehicles and James Bay is the only community in the City without a gas station.   THIS IS NOT ACCEPTABLE!  According to Google, the closest station is the Shell at 2.1 kms away in Vic West across the Johnson Street Bridge.   

The absent landlord who resides out of country, carries out minimal, intermittent construction or small changes to avoid the Abandoned Properties Bylaw 85.058 restrictions.  His architect is no longer on the project and some construction companies have not been paid.  He must be held accountable to his building permit!

In December 2021, the problem of abandoned/derelict properties was discussed in a Council meeting by then-councilors Alto and Thornton-Joe.  They directed bylaw staff to find a resolution, but to date, nothing has happened!

In a recent email, city spokesperson Colleen Mycroft said “The City of Victoria does have an active investigation regarding the Property Maintenance Bylaw for 308 Menzies Street.”  Mycroft said it was the result of a complaint received on May 30th where parts of the perimeter fence had fallen onto the sidewalk and had to be erected by city bylaw staff.  She wrote “We have spoken with the owner and compliance efforts are underway.”  

7 YEARS SINCE CLOSURE, AND IT'S MORE THAN TIME that council/ staff change the status of this neglected site by directing the owner to complete or sell the property within a foreseeable deadline.  This petition will be presented to Council in the fall of 2024 when a number of concerned citizens in excess of 1,000 have signed.  Time to shift into high gear and no more stalling!
