Tighten Commercial Construction Noise Limits in Mixed Commercial & Residential Buildings
The Issue
We, the residents of the mixed commercial and residential building located at Junction 10 by Far East Organization, are petitioning for a review of noise construction limits in mixed use buildings in Singapore.
For the past consecutive week, we have been rudely awakened at 7am in our bedrooms every morning by heavy commercial construction noises coming from the New Life Childcare situated right below our apartments. This excessive noise has caused a disturbance to our daily lives, including loss of sleep and decreased productivity. The noise levels have exceeded the permissible construction noise limits for construction sites within 150m from residential units imposed by NEA as well.
Our residential management has tried to the best of their ability to negotiate with the commercial management, but to no avail. They insist that Far East Organization has permitted commercial construction to take place from 7am to 7pm, and since the construction company and commercial leasor has attained this permit, they have the right to disregard residential construction rules and continue construction between these hours.
NEA has also been alerted to the situation, and has sent down their officers to investigate. The officers hace alerted the contractor and management regarding the noisy activities. However, the construction has still ensued.
As a land scarce country, we understand the importance of mixed use developments to maximize land usage and promote a sustainable living environment. However, it is crucial that the rights and well-being of residential tenants in these mixed use buildings are also taken into consideration. The current noise construction limits in commercial buildings are not sufficient in protecting residents living in mixed residential and commercial buildings from excessive noise pollution.
We demand that a review be conducted by Far East Organization and NEA to assess the appropriateness of current noise construction limits in mixed use buildings, and to make necessary adjustments to ensure that the rights of residential tenants are protected.
We also request that NEA take the necessary steps to enforce these regulations and hold commercial construction companies accountable for any violations.
As residents, we should not have to sacrifice our right to a peaceful living in order to accommodate mixed use developments. We hope that through this petition, our voices will be heard and action will be taken to address this issue.
