Three Collective Resident Petition – Public Easement Safety Review

The Issue

We, the undersigned residents of Three Collective, support the formal request to Fairfax County to reassess the use of public spaces, specifically Lawn 1 and Lawn 2, in accordance with Fairfax County regulations and the approved proffer agreements. We also urge the property owners, KW Skyline LLC and The Wolff Company, to take proactive measures to address the ongoing safety and security issues within these areas.

Due to ongoing safety concerns and negative impacts on resident quality of life, we respectfully request a review of the current public access easement affecting these areas.

Despite having contracted security, there is minimal enforcement of conduct rules, particularly in the evening.

By signing this petition, we affirm that we have experienced or witnessed issues including, but not limited to:

  • Unsupervised minors and safety risks.
  • Harassment and intimidation toward residents and pets.
  • Vandalism, trash accumulation, and property damage.
  • Overcrowding that limits resident access to intended amenities.

Desired Outcome:

We respectfully request that Fairfax County and The Wolff Company take the following actions:

  1. Reassess the public access designation of Lawn 1 and Lawn 2 to better align with safety and residential needs.
  2. Implement stricter enforcement measures, including improved security presence, clear conduct regulations, and collaboration with local law enforcement to develop a strategy for managing non-resident interference.
  3. Consider granting these areas private access designation to ensure resident safety and quality of life.
