Stop the waste of public money on incompetent and futile Royal Commission into Aged Care!
The issue
I am starting this petition to gain public support to move the Executive Council to advise Governor-General of the Commonwealth of Australia to amend the Terms of Reference in order to stop the waste of public money on the ineffective performance of the Royal Commission into the Quality of Aged Care ("the RC") and to bring the conduct of the Commissioners in line with public expectations! Alternatively, the Governor-General may act upon the direct praying of the people of Australia.
My name is Igor Grabovsky. Among other factors that gave birth to the RC, it was my Motion to establish the RC, which I filed with the Department of the Prime Minister and Cabinet on the 26 June 2018. The evidences, which I provided to the Prime Minister, show that negligence, incompetence, and willful misconduct of the authorities and officials are the real reasons for the appalling state of the aged care sector, where the unscrupulous aged care service providers fill comfortable to violate the law with perfect impunity.
The authorities and officials, who are supposed to monitor and enforce the aged care providers’ compliance with the law, do completely the opposite – they are conspiring with the serial offenders, endorsing and facilitating crimes against the people of Australia.
The wording of the Letters Patent displays that the Government has no intention to identify the fundamental problems with the Aged Care and to expose the people responsible for the failure of the aged care sector. In December 2018, I did express my strong concerns to then Governor-General Cosgrove about the effectiveness of the RC and prudence of the appointment of the current commissioners due to the questionable level of their competence and conflict of interest.
Sadly, my concerns did prove to be correct: The RC deliberately navigates its activities away from exposing the real culprits and avoiding application of the effective measures.
The Royal Commission became an extremely expensive instrument for channeling the “steam of public anger” away from the real origin of a problem.
The conduct of the RC is eroding public trust and it is damaging for Australia and must be urgently corrected. I am asking the People of Australia to support me in my endeavour to move Governor-General Hurley to improve the current situation by taking urgent practical steps:
Step 1 To publish the RC’s Interim Report no later than the 14 November 2019 for the general public to study it.
Step 2 To suspend any further activity of the RC towards the production of the Final Report until completion of Step 3 (below).
Step 3 To invite public comments on the Interim Report and public recommendations on the further course of action (e.g. to extend the term of inquiry, to narrow terms to attend specific issues, etc.) for the duration of two months from the date of the publication of the Interim Report (free and unrestricted public access to the Interim Report).
The public scrutiny of an official document is the most effective instrument of democratic governance.
The opinion of the people of Australia about the level of competence of the officials, who are conducting inquiries funded by the taxpayers, and public expectations about the effectiveness of the results of the RC’s activities, must be taken into mandatory consideration before making a decision on the further course of action. It is especially relevant due to the fact that authorities and officials are involved in this crisis and the Government is no longer commanding trust of the people of Australia, essential for the protection of the law and the Australian people.
