After months of delay and cancellations, on Monday a presentation will be made at County Hall to the Planning and Regulation Committee on behalf of the campaign to Protect Wicklesham Quarry from Development. County Councillors will see pictures of the former ponds taken by Enzygo Ltd - which are no longer ponds - following Grundon's so-called 'restoration'.
I shall also be presenting images taken by the Monitoring Officer in May and October 2016, and photographs taken last week, which show that the ponds have been filled in and the original trees and vegetation cut down. By failing to apply for a Mitigation Licence in 2016 during the restoration period (before enforcement action was taken), Grundon Ltd was able to carry out this destruction under the radar of Natural England, who were completely unaware of what was going on.
Since then, an investigation by the Wildlife Crime Officer was dropped, after he reported that the County Council had "no significant concerns", and letters written to Director Susan Halliwell expressing concerns about the destruction of Priority Habitat & breach of planning conditions have been summarily dismissed.
The main petition page now shows what remains of 'Pond 3', which was the largest and deepest of Wicklesham's ponds, at approximately 1 metre deep. It is nothing but a small, dry patch of vegetation.
This was allowed to happen in spite of intense public attention focused on the Quarry, which, ironically, is a Conservation Target Area (CTA) - for the restoration and preservation of UK BAP Priority Habitats and Species. If this can be allowed to happen to such an important and high-profile site, can there be any surprise that the UK is losing its biodiversity faster than at any time in the past?
So far, the law, conservation regulations, planning polices and conditions have not resulted in any meaningful protection for this fragile and unique site. On Monday at 2.00pm I shall ask the Planning Committee to order a new survey of the ponds by Enzygo, so the damage can be assessed and put right. I shall ask councillors not to allow any alterations to the original planning conditions, and not to permit a completion certificate to be issued, until planning conditions are fully complied with and the ponds restored.
