Vehicle Emissions Inspection Exemption for Seniors 65 and older!

The Issue

Illinois needs an emissions bill similar to the state of Georgia.

Georgia has an Emission Test waiver for Seniors! It’s an Exemption if you meet all of the following requirements:

1. You are 65 years of age or older.

2. Your vehicle is 10 model years old or older.

3. You do not drive the vehicle over 5,000 miles per year.

4. You are the primary registered vehicle owner.

Illinois started a bill in the year 2007.

Synopsis As Introduced

Amends the Vehicle Emissions Inspection Law of 2005 in the Illinois Vehicle Code. Provides that vehicles owned by persons 65 years of age or older and the vehicle is being driven 5,000 miles or less annually.

Provides that the Illinois Environmental Protection Agency shall adopt rules for implementing the new provisions.

Sine Die basically means a final adjournment of a session of congress or court procedure. There is therefore no definitive day for reconvening at a hearing. When the 'All rise' is called they officially adjourn sine die.

It’s been over a decade (1/13/2009) it’s soon to be the year 2022 and Illinois has not done anything with HB 190 it just stayed in the 95th General Assembly. 

Illinois taxpayers total cost was approximately $50 million per year. In calendar year 2000, Envirotest performed 1,647,995 emissions tests and 8.4 percent of the vehicles tested failed, mostly vehicles older than 1990.

Tennessee just celebrated the cancellation of all emissions testing as 1/1/2022.

My daughter suggested emissions test every four years, which is better then every two years.

If Georgia can get this into law why can’t Illinois? Is Illinois that far behind Georgia? Is it that Illinois doesn’t really care about Seniors that they can sit on a bill for over a decade?

In Illinois, you may need to get your car’s emissions tested. If you don’t, you may be fined over $300.

This article will explain who needs to test their car, where they can do it, and what happens when you don’t test.

You must take an emissions test for your car if it is more than 4 years old and gas-powered. You cannot renew your car’s registration if you do not take an emissions test. The rule does not apply to diesel trucks, and completely electric vehicles. Motorcycles and antique vehicles (model year before 1967) are also exempt.

If your vehicle is registered outside of Illinois, you also are exempt. For a larger list, see 625 ILCS 5/13C-15(a)(6). 

But, only people in certain counties must have their car tested. If you live in Cook, Dupage, or Lake County, you must have your car tested.  If you live in a different county, you may not have to.

Is It that Illinois wants to fine Seniors who are on a fixed income?

Is it that Illinois wants to create business for the Emission Facility?

If Seniors are struggling to pay bills and prescriptions, the state is making them choose to repair a part that puts them at the mercy of a mechanic that can charge a super high repair bill for something that can be a possible gas cap and the senior has to pay hundreds to a thousand because the mechanic says they replaced multiple parts in the engine?

Please sign this petition because something as important as this needs to move forward! Please don’t let Illinois stall this bill for another decade while other states have passed us up!

You don’t have to be an Illinois resident to sign if you think you or your parents should have a bill such as this in Illinois like this, please sign the petition. Trust me this is not going to be easy Illinois doesn’t seem to care about HB 190 or helping struggling Seniors!

Most seniors still pay rent, a monthly mortgage, gas, electric and a copayments for hospital care ie. chemotherapy along with insulin and other prescriptions to stay alive, which cost thousands per year and we need our cars to go to doctor appointments!

Our mission is that we want to support senior’s 65 and older deserve from the state we live in pretty much all our lives! The video is not in Illinois but it expresses our point. Mandatory is not always helping the poor and the hard pressed seniors.
