We, the undersigned citizens of Kenya, appeal to the inherent sovereignty of the Nation to demand the immediate commencement of a Constitutional Referendum to restructure our entire economic contract.

The current system, built on complex, anti-growth taxation and sustained by systemic corruption, violates the dignity and potential of the Kenyan people. We demand a new system founded on the principle that the wealth generated by our community, particularly the unearned value of our land, must fund the basic needs of every citizen.

 

THE CRISIS: A BROKEN CONTRACT
 

Our Declaration establishes that the present Administration has engaged in repeated Injuries and Usurpations, pushing the Nation toward tyranny by destroying economic opportunity and the rule of law.

The Failure of the State and Direct Impact on Citizens

STATE CAPTURE (Grievance VII): The Executive has financially coerced and undermined the Judiciary and Parliament, rendering them incapable of holding power accountable.

SYSTEMIC CORRUPTION (Grievance II): High-level corruption is allowed to flourish, systematically stealing billions of shillings intended for vital services, roads, and hospitals.

DEBT AND SECRECY (Grievance XII & XIII): The Nation is burdened by crippling, unsustainable public debt incurred through opaque contracts and shady deals that serve private interests.

POLICE BRUTALITY (Grievance I & XI): The security apparatus violates the Right to Life and Freedom of Expression, using lethal force and abusing Cyber Crime Acts to silence dissent.

STRUCTURAL POVERTY (Grievance III): The Administration’s refusal to legislate an economic floor condemns of the population to Absolute Poverty, denying their constitutional right to human dignity and social security.

LAND INJUSTICE (Grievance V & XIV): Land reform has stalled, allowing land ownership to remain skewed, titles to be stolen, and productive plots to be held idle by speculators.
 
 

THE RESOLUTION: FUNDING THE FUTURE
 

We demand the adoption of a system proven by economic theory to accelerate growth, eliminate poverty, and resolve crippling debt. This constitutional change will implement the following:

 

1. Zero Tax on Effort and Enterprise
 

We demand the abolition of all taxes on labor and capital, specifically:

Elimination of Income Tax (PAYE): Every Kenyan keeps the money they earn from work.

Elimination of Corporate Tax: This instantly makes Kenya the world's most attractive destination for investment, fueling job creation and industrial growth.

Elimination of Import Duties: This lowers the cost of goods, machinery, and technology, boosting trade and local manufacturing competitiveness.
 

2. The Single Tax on Land Value (LVT)
 

We demand the establishment of a 3% Land Value Tax (LVT) as the single primary source of national revenue.

Taxing Location, Not Production: This tax will only apply to the unearned value of the land, incentivizing rapid development and ending land speculation.

Blockchain Integrity: This LVT will be administered via an immutable digital ledger (the Land Blockchain) to eliminate fraud, guarantee ownership, and ensure the tax is collected efficiently and transparently from every landholder.
 

3. Guaranteed Minimum Income (NIT)
 

We demand that the revenue from the LVT be constitutionally earmarked to finance a Negative Income Tax (NIT) that secures the dignity of every citizen:

Poverty Elimination: Every citizen will receive a guaranteed monthly income Ksh 30,000 GMI immediately eliminating absolute poverty.

Equity Guarantee: This income floor will be automatically indexed to the rising national median income, ensuring that as the country gets richer (Real GDP growth projected at 8.0 %) the poorest citizens are never left behind.
