The Silent Witness

On August 4 2020, at 6:07 in the evening, and precisely in Warehouse No 12 of the Beirut Port which contained hundreds of tons of Ammonium Nitrate, an explosion detonated that experts considered to be the biggest non nuclear explosion the world had ever seen,  with a magnitude equal to the fifth of that of Hiroshima’s nuclear bomb.

The explosion took the lives of 233 people, and injured more than 6000 others, in addition to damaging entire neighborhoods in the capital.

The grain silos adjacent to warehouse number 12 took a significant portion of the damage. The silos were built in the past century’s 60s and for the past 52 years, they played an economic role and it was the most remarkable building not only in the port, but in the entirety of Beirut.

From the moment of the explosion, the material purpose of this concrete monument transformed into a steadfast symbol in the memory and consciousness of the victims’ families and the Lebanese public, and into the witness to this crime whose perpetrators have yet to be uncovered.

On the 4th of each month, the victims’ families gather in a place facing the silos, where they remember and mourn their loved ones, and they renew their promise of unwavering perseverance, to keep pressuring the ones in charge and to keep supporting the investigation to uncover the truth, and to identify and hold accountable the ones responsible.

Following the same pattern of the successive political rulers since the post-war reconstruction, in March of 2022, the Lebanese government decided to demolish the Beirut silos, under the pretext that they constitute a danger to public safety, an excuse that all the society’s constituents consider to be an attempt to erase the symbol and witness to the tragic accident, and is yet another repressive infliction that excludes the community from the decision making process of a substantial matter affecting the city and specifically its destroyed parts.

Numerous scientific positions opposing this decision have since been voiced and multiple reports and studies have been issued asking to protect this Symbol-Monument.

These systematic policies to change the scenery are not a coincidence, instead they aim to erase all that contradicts the picture the authority wants to paint, and an attempt to cleanse the city from its constituents and political symbolism; these policies are part of the constant rampant aggression over the city and the land to use every centimeter in projects that will negatively affect the city’s inhabitants, economy, the environment, transportation and public property, without a comprehensive approach that takes into consideration the economic and societal recovery and the resumption of daily life and the return of the people as well as spatial and judicial justice. 

As a solidarity campaign, we believe that these Silos and what they represent socially and politically, constitute for us and for a lot of Lebanese men and women, not only the witness to the crime of the century, but these silos also still hold the blood and remains of our loved ones. We consider that the existence of these silos, in a city that hasn’t yet healed, and at a time when the authorities clear policy is to hide the truth, obstruct justice, stall the investigation, and facilitate impunity, is a must. The preservation of the silos is a mandatory so that the monument can remain as a witness to the extent of Beirut’s pain and the sufferings of its inhabitants.

Based on what’s been already submitted, we announce the launch of “The Silent Witness” campaign, the solidarity campaign to protect and preserve the Beirut port silos, and we invite all of the city’s citizens and all Lebanese men and women to support and participate, so the day never comes when we walk by the Beirut port and we don’t see the silos standing tall as a witness to the crime of the century, the crime of the Beirut port explosion.

 

The objectives:

1- To stand in the face of any decision that aims to demolish the grain silos and to change the identity of that this Site has acquired further to the crime.

2- The recognition of the silos as part of Beirut’s cultural heritage and the working for protecting and preserving the silos as a memorial to honor all victims and those affected, and as a witness to the history and the future of Lebanon.

3- Listing the site as a world heritage site.

4- Including the site’s post-crime acquired purpose after the crime into any plans of the reconstruction of the Beirut Port.

5- Organizing an international architecture competition to turn the site into a memorial integrated in the rehabilitation plans of the port.

6- Preparing terms of reference for conducting a structural evaluation study and reinforcing the remaining structure of the silos.

7- Following up on the lawsuits filed before the State Council to overturn the government’s decision to demolish the silos, and taking all legal and judicial measures to ensure the legal protection of the site’s identity after the crime.

 الشاهد الصامت 

في السادسة وسبع دقائق من مساء ٤ آب ٢٠٢٠، تحديداً في العنبر رقم 12 من مرفأ بيروت والذي كان يحتوي على مئات الأطنان من مادة نيترات الأمونيوم دوّى إنفجار يقدّر الخبراء انّه أكبر إنفجار غير نووي يشهده العالم وتعادل قوتّه نحو خِمْس قوّة  قنبلة هيروشيما النووية.

أودى هذا الانفجار بحياة حوالي 233 شخصاً وتسبّب بإصابة 6000 بالإضافة إلى إلحاق الضرر بأحياء كاملة من العاصمة.

نال مبنى إهراءات الحبوب المحاذي للعنبر رقم 12 قسطاً كبيراً من التدمير وهو المبنى المنشأ في الستينيات من القرن الماضي. طوال 52 عاماً لعب هذا المبنى دوراً اقتصادياً وكان الأكثر حضورا ليس في المرفأ فقط بل في فضاء المدينة ككل.

منذ لحظة الانفجار تحولت الوظيفة المادية لما تبقى من هذا المبنى الخرساني إلى رمز ثابت في وجدان وذاكرة أهالي الضحايا وعموم اللبنانيات واللبنانيين وشاهد على جريمة لم يُكشف عن مرتكبيها بعد.

في الرابع من بداية كل شهر يتجمّع أهالي ضحايا إنفجار المرفأ في مكان مواجه لمبنى الإهراءات، يستذكرون ويبكون ضحاياهم ويجدّدون عهدهم بالمثابرة في الضغط على المسؤولين ومساندة التحقيق القضائي للوصول إلى الحقيقة ومعرفة المرتكبين ومحاسبتهم.

في مقاربة مشابهة لكلّ ما فعلته السلطات السياسية المتعاقبة منذ مرحلة إعادة إعمار ما بعد الحرب، تحديداً في شهر آذار 2022 أقرّ مجلس الوزراء هدم إهراءات الحبوب بحجّة خطورتها على السلامة العامّة وهي حجّة إعتبرها المجتمع بكافة مكوّناته محاولة لمحو الرمز والشاهد على مأساوية الحدث وإحدى الممارسات الإسقاطيّة التي لا تشرك الجميع بأي قرار يتعلّق بالمدينة وخاصةً بجزئها المدمّر.

تتالت المواقف العلميّة المعارضة لهذا القرار وتمّ إصدار العديد من التقارير والدراسات الجدّية التي تطالب بحماية المنشأ - الرمز.

إنّ سياسة السلطة الممنهجة لتغيير المشهد ليست صدفة بل تهدف لمحو كل ما يتناقض مع الصورة التي تريد أن تعرضها ومحاولة تنظيف المدينة من مقوماتها أو رمزيتها السياسية وهي جزء من الصراع الدائم على المدينة والأرض لإستثمار كل شبر بمشاريع سيكون لها تأثير كبيرعلى إيقاع البناء وسعره وبالتالي تأثير على سكان المدينة والاقتصاد والبيئة والنقل والملك العام من دون مقاربة شاملة تأخذ بعين الاعتبار تعافي الإقتصاد والمجتمع وإستعادة الحياة اليومية وضمان عودة الناس والعدالة القضائية والمكانية.

وإذ نعتقد كحملة تضامنية، أنّ هذه الإهراءات بما تمثّله من رمزيّة إجتماعيّة وسياسيّة، تشكّل بالنسبة لنا ولكثير من اللبنانيين واللبنانيات، شاهداً على جريمة تفجير المدينة، لا بل وما زالت تحتضن دماء وأشلاء احبّتنا. ونعتبر أنّ بقاء هذه الإهراءات في مدينة لم ينطفئ وجعها بعد، خصوصاً مع إتجاه واضح لدى السلطات لتغييب الحقيقة وتسهيل الإفلات من العقاب عبرعرقلة التحقيق وعمل القضاء، هو عمل ضروري ليبقى هذا البناء شاهداً على حجم آلام بيروت وسكانها.

بناءً على ما تقدّم نعلن إطلاق حملة الشاهد الصامت، الحملة التضامنيّة لحماية إهراءات مرفأ بيروت وندعو كل سكان المدينة وعموم المواطنات والمواطنين للمساندة والمشاركة لكي لا يأتي اليوم الذي نعبر به قرب مرفأ بيروت ولا نرى فيه مبنى الاهراءات صامداً كشاهدٍ على  جريمة العصر، جريمة تفجير مرفأ بيروت. 

:الاهداف

الوقوف بوجه أي قرار يهدف إلى هدم مبنى الإهراءات والتعديل في هوية الموقع المكتسبة بعد الجريمة.
الاعتراف بالإهراءات كجزء من التراث الثقافي لبيروت ولبنان والعمل على حمايتها والمحافظة عليها كنصب تذكاري تكريماً لكافة الضحايا والمتضرّرين، وشاهد للتاريخ ولمستقبل لبنان. 
 تصنيف الموقع كمعلم تراثي عالمي.
 إدراج الوظيفة المكتسبة للموقع بعد الجريمة ضمن مخطّط إعادة إحياء مرفأ بيروت.
تحضير مسابقة معماريّة دوليّة لتحويل الموقع إلى نصب تذكاري مع مخطط إعادة تأهيل المرفأ.
 تحضير دفتر شروط لإجراء ‏دراسة تقييم انشائيّة وتدعيم ما تبقى من منشآت الإهراءات.
متابعة الدعاوى القضائية المقدمة أمام مجلس شورى الدولة لإبطال قرار الحكومة بهدم الإهراءات واتخاذ جميع الإجراءات القانونية والقضائية لضمان الحماية القانونية لهوية الموقع المكتسبة بعد الجريمة.
