One Nation! One Number...!J&K PrePaid SIM card be made functional outside J&K & Vice-versa
The Issue
Dear (Hon'ble) Prime Minister of India,
Hon'ble Minister of Telecommunications and IT,Govt. of India
Department of Telecommunications,Govt. of Jammu and Kashmir,
With due regards and humble submission, I on behalf of the citizens of Jammu and Kashmir, want to bring to your notice that the Constitution of India provides that "Jammu and Kashmir is an integral part of India" and also the Constitution of Jammu and Kashmir provides that "the state of Jammu and Kashmir is an integral part of India". Even though these provisions are there in the paper but still on the practical aspect people of Jammu and Kashmir people separated or alien to this idea or feel of not being the part of India whereas on the other hand, which I have observed being a student of Law and having got opportunity to come out of my state, and interact with the people of other states; people of rest of the India (may not all but majority) have the sense that people of Jammu and Kashmir are terrorists, are have links with terrorists or they support Pakistan and so on. Also many people are scared to even visit Jammu and Kashmir because of the feeling of insecurity and threat of terrorism which creates a gap in the minds of the people w.r.t to Kashmir and Kashmiri people. I understand there are instances of terrorist activities but that should not be portrayed as a general picture of Jammu and Kashmir and its people. The creation of the fear and insecurity in the minds of people both within rest of India and Jammu and Kashmir is mainly because of the biased media reporting and exaggeration of the events or happening in the state. One important factor which verifies the claims of the media reports and intensifies the fear element in the minds of people is the Government policy which regulates the telecommunication with regard to state of Jammu and Kashmir, which specifically i want to mention here. The policy as per which the prepaid SIM cards issued in Jammu and Kashmir will not work outside Jammu and Kashmir and all Prepaid SIM cards issued any where in India will not work when the person enters the territory of the state of Jammu and Kashmir. This practically proves to the people that they are entering some other country or place which is not the part of Indian Territory, as person having his Pre Paid SIM card issued in Tamil Nadu can seamlessly use it all over from Tamil Nadu to Pathankot(Punjab), but as he enters the Lakhanpur(J and K), his SIM card becomes useless, which gives a kind of warning to the person that he/she has entered some other country/territory. And the same is the case with the people of Jammu and Kashmir, which again justifies the claims made by separatists and media houses. I know this measure has been taken as a security measure but to my understanding i don't think any terrorist would use a prepaid SIM and come for recharging it again and again and can be caught; whereas on the other hand Post-Paid SIM cards have no such restrictions. But every common citizen cannot afford to have a Post-Paid Connection.
It is in this regard, i am writing you to reconsider this policy and any other such policies which create a gap between the thinking of people within the country. Also I request your goodself to direct the media houses especially (and other anti-national elements/organizations within the country) NOT to promote the feeling of fear, hatred and alienness but to work towards the promotion of Unity,Oneness and Brotherhood among the people of nation. I am writing because of the reason that you have always referred to Indian citizens as 'my 1.25 billion countrymen' and hope that u will act to remove these barriers to the Unity of the Country.
