The Prime Minister (And Future PM's): To stop using their 'Manifesto' to get votes, then drop them once in power

The Issue

When there is General Election, each party presents a 'Manifesto'. They use this manifesto to urge people to vote for them to hopefully get them the most votes for them to become the new PM. What is needed is a change in the way this manifesto is used, once a party is voted in to Number 10, the manifesto should automatically become a 'Contract'.

There shall also no longer be a coalition Government in power, when there is a General Election and it is either too close to call or a draw between two parties, it shall be decided in a number of ways (to be mutually decided by both parties), either;
1) A toss of a coin
2) Another ballot
3) The party that has the most constituencies (if this too is a draw then either choice 1 or 2 is available)

If the 'Contract' is broken, the PM automatically forefeits their position as PM, faces a fine of £300,000 and forces a new General Election to which their party becomes illegible to take part in. The party also has to elect a new leader to be able to be put forward for the next General Election AFTER the one they have had to miss.

The fine is to be put to good use, it can either be given to a Local Council to help with their finances for a year or to a charity which operates in the UK and also benefits the UK.

I have made the petition 100,000 signatures as when the usually required 10,000 is reached, the Gov't just respond with a pathetic excuse and then make th petition target 100,000 and then when that target is reached, it is passed onto the 'backbenchers' to discuss. I have set the target at the latter figure to show that we mean business.
