President Rule in Bihar
The Issue
I am Shaurya Mehrotra from Patna, Bihar. As a nation we are going through a difficult time. The authorities are doing considerable amount of work but in Bihar we are unable to receive those facilities which were announced repeatedly on the national network. In the news we read and hear plenty of ideas for control of covid-19. A lot of funds are also being allotted to this direction but it may surprise you that actually these funds are not utilised for the common people. Even the best hospitals are unable to provide the basic facilities. The problem of this disease not only affects the rural people but also the urban people. Not even little medical help is provided to the people. It was announced that teams will visit the people door to door but does not visited. We do not know what is reported by the team authorised. Leave the poor, even the financially better people are not getting these facilities.
If we talk about the flood problem, nobody comes to help the flood affected people.Now I would like to deal with the application with you in detail.

Medical Covid Situation in Bihar - Bihar recently faced 2 back to back disasters. We all know that Bihar elections are round the corner. It is to be held in the month of October this year but seeing the pandemic situation, it is hard to believe that the elections can take place as there is no chance of conducting campaigns or it is not possible for the people to come out and vote. Any kind of collection of people is very dangerous.
- Completion of State Government’s Tenure - As per law the Chief Minister can only rule for 6 months extra after the 5 years time completion. Seeing this pandemic situation, it is hard to have a government like this to manage 6 months extra. If the Chief Minister is unable to perform his duties towards the state, the Presidents rule must be promulgated on the state to protect it from the utter mismanagement of the health infrastructure for Covid-19.The lockdown has been imposed repeatedly on the state but it has failed miserably in it's purpose because of halfhearted efforts on the part of the authorities. Medical facilities are at a minimum whatever the officials may claim. A person suffering from obvious ailments pointing towards corona visits one medical utility to the next without any proper checkup and sits waiting along with fifty other patients in the premises of the hospital without following any of the rules for segregation, getting infected or infecting others. This is the common sence in Patna where are the teams to check them? How to get yourself checked? The state has been under lockdown several times and everyone is suffering from financial problems. The comman man is hit on both sides. If he quarantines himself he gets no money or food. The situation is quite despirate and people are in no mood to go out for voting. So, it is the right time to have a President Rule in Bihar.

Administrative Fail – As I mentioned earlier, it is hard to have a government like this to handle 2 back to back disasters. According to covid19india.org on 22nd July 2020
a. The total confirmed covid cases in Bihar was 30,066 which lies in 11th in all over India.
b. Total active covid cases in Bihar was 9,981 which lies in 10th place.
c. Total recovery in Bihar was 19,876 which lies in 12th place.
d. Total deceased in Bihar was 208 which lies on 15th place.
e. Total tested in Bihar was 409.1k which lies on 15th place.
According to Economics Times “Bihar sees the record of 1266 cases a day and testing remains low.” According to in.wikipidea.org on 12th July 2020 it was recorded that:
a. The recovery rate in Bihar is 63 per day.
b. Tests per 1 million people is 3,167.
c. Positive per 100 tests is 7.
d. Tested positive is 26,379.
e. Tested negative is 3,52,129.
f. Results awaited is NIL.
According to theprint.in ,“Bihar has the lowest covid tests per million in India.” According to www.newsclick.in “Bihar manages an average testing of 1,012.” I feel that because of such a low testing rate, Bihar shows such a positive data but if it manages to increase it’s testing rate it will show much worse data. On July 2019, it was noted by timesofindia.indiatimes.com that “There is only 1 hospital bed per 8,645 people and Bihar spends the least on the health sector.” There are not enough oxygen cylinders to fulfil the needs of the hospitals. The government hospitals are not provided with adequate sanitation facilities in Bihar. Meanwhile centre team is now taking charge to assess covid crises. The Economic Times says that “(No Doctors) at state hospitals about inadequate facilities and negligence at state run hospitals.” It is not just about 1 problem. It is also about the natural calamity. The flood in Bihar has affected more than 3 lakh people across 8 districts. The amazing fact is that there is no data about how many people have been relieved from the flood.
This is high time we take action against this government. Maybe you are the next person to suffer from the above disaster. It is never too late. Please stand up for this social cause and let’s change Bihar. So, I request you all to sign up this petition. Let’s be together to fight against the problem.
